COMSIP Cooperative Union Limited

COMSIP Cooperative Union Limited is a member owned organization with a national footprint, registered under the Cooperative Act 1998. COMSIP works with rural and peri-urban community groups that are owned, managed and controlled by members themselves and its main thrust is building a culture of savings and investment among ordinary Malawians in a quest to improve livelihoods.
COMSIP implementing a 5-year project titled the Social Support for Resilient Livelihoods Project (SSRLP) with funding from the World Bank through the National Government Finance Commission (NLGFC). COMSIP therefore intends to use part of the funding to recruit suitably qualified, experienced, and result oriented project staff on the post described below.

Contract Duration : 2 years
DUTIES
  • Support the development and roll out of COMSIP Monitoring and Evaluation Framework including guidelines and data collection tools;
  • Support rolling out of project baseline; mid-term review and final evaluation through data collection on a regular basis to measure achievement against the performance indicators;
  • Facilitate administrative data collection and inputting into the COMSIP Integrated Management Information System (CIMIS);
  • Provide capacity building on Monitoring and Evaluation and data management to Project staff (District Coordinators and Case Workers) through training and on the job coaching and mentoring;
  • Carry out routine data quality assessments and provide necessary feedback to subject matter specialists and field staff (District Coordinators and Case Workers);
  • As appropriate, participate in field work/ spot checks to review implementation progress;
  • Work closely with COMSIP subject matter specialists and SSRLP key partners (NLGFC, MoFEA, MGCDSW and MoY&S) in identifying data needs and provide support in data tracking and reporting;
  • Establish, monitor, and update work plans and budgets for evaluation studies;
  • Provide administrative backstopping support as needed
  • Support project progress reporting and documentation of lessons learnt.
  • Facilitate beneficiary verification to ensure registered beneficiaries meet the inclusion criteria
  • Manage the beneficiary complaints and feedback mechanism – collection, analysis, and report writing for beneficiary feedback data
  • Ensure timely implementation of activities and adherence to the work plans
  • Conduct periodic reviews to assess implementation progress and provide recommendations
EDUCATION QUALIFICATIONS
  • Bachelor’s Degree in Economics, Project Management and Development Studies or any relevant field. Those with Masters degree will have added advantage.
EXPERIENCE AND SKILLS
  • At least 4 years’ professional experience in an M&E position responsible for implementing M&E activities of donor funded projects. Those with experience in livelihood and graduation programmes will have an added advantage.
  • Knowledge of impact evaluation methodologies (such as qualitative, quantitative, and mixed-methods impact evaluation methods)
  • Experience in managing mobile data collection applications such as Kobo collect and survey CTO collect.
  • Fluency in English, for effective oral and written communication.
  • Experience in training low literacy level participants in field data collection, management and utilization.
  • Experience in working with statistical data analysis packages like STATA and SPSS.
  • Ability to work in a team and good interpersonal skills.
  • Result oriented and ability to deliver within set timelines
  • Good analytical and reporting writing skills.
  • Ability to mainstream gender and youth in monitoring and evaluation.
