Project Term: 5 Years
Contract Term: 2 Years (Possibility of extension)
Status: Full Time
Annual Salary: $22,000 to $25,000 CDN

POSITION OVERVIEW

Reporting to the Country Manager, the Monitoring and Evaluation (M&E) Specialist will lead the design, implementation, and operation of M&E systems from project initiation to closeout. The Specialist will oversee the monitoring, evaluation, analytics, and reporting of performance and results, providing regular project reports to the Country Manager and HQ Program Manager as required.

Additionally, the Specialist will provide technical support, oversee data management, and conduct ongoing support to M&E colleagues in partner organizations. The Specialist will conduct regular project data analysis, identify improvement areas, and lead efforts to strengthen monitoring and evaluation processes.

KEY RESPONSIBILITIES

  • Assist the Country Manager with the development of M&E plans, including indicator selection, target setting, data collection, Logic Models, Performance Measurement Frameworks (PMFs), Theory of Change (TOC), reporting, database management, and developing M&E and/or performance monitoring plans.
  • Provide technical assistance to the IAAM project, supporting it with concrete ideas and recommendations for integrating M&E and, where appropriate, helping build the partner’s M&E capacity.
  • Oversee data collection, collation, storage, analysis, and reporting, ensuring that data is of high quality and audit worthy.
  • Coordinate with all project partners at the field level to ensure all project data is collected, analyzed and shared through a central data storage facility where it can be accessed by representatives of all partners.
  • Support the preparation and review of annual works plans and project reports in collaboration with the Country Manager and respective team members.
  • Manage research activities and ensure outcomes and lessons learned are integrated into the project.
  • Provide training and mentoring to field staff and partners to ensure they understand and implement M&E Plans and systems.
  • In coordination with Country Manager, develop, update, and maintain CDF Canada’s monitoring and evaluation standards.
  • Assist and support with Baseline Survey, Mid-Term Review, Endline Survey and Final Review of the project with consultants and field staff.
  • Consult with all project partners to ensure that the Impact Evaluation proceeds according to plans.
  • Provide support for M&E at the country level by identifying gaps and strategies to address them to increase the effectiveness of M&E tools in the project.
  • Collaborate with other CDF Canada specialists to develop knowledge products, plain language guidelines, subject guides, training materials and tools/solutions that are innovative and in line with CDF Canada’s corporate strategy.

COMPETENCY & SKILL REQUIREMENTS 

  • Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.
  • Proven success in designing, implementing and operating project M&E systems from project initiation to closeout stages.
  • Proven experience with training and facilitation.
  • Demonstrated knowledge of international development, project management, results-based management (RBM), financial reporting and control, and a commitment to co-operative forms of enterprise (co-op model).
  • Demonstrated expertise in Microsoft Office Suite, particularly Excel, including advanced functions, data analysis, and automation tools.
  • Experience with KoboToolbox or a similar online platform to prepare surveys and collect field data.
  • Proven ability to organize and manage diverse data sets, ensuring accessibility and usability for a broad spectrum of users.
  • Speak, listen and write clearly, thoroughly and timely using appropriate and effective communication tools and techniques.
  • Work cooperatively and effectively with others to set goals, resolve problems, and make decisions that enhance organizational effectiveness.
  • Determine strategies to move the project forward, set goals, create and implement action plans, and evaluate the process and results.
  • Assess problem situations to identify causes, gather and process relevant information, generate possible solutions, and make recommendations and/or resolve the problem.

QUALIFICATIONS

  • Bachelor’s or Master’s Degree in the Social Sciences, such as Statistics, Demographics, Public Policy, International Development, Economics, or related fields.
  • Master’s Degree plus an advanced certificate in M&E, statistics, or economics preferred.
  • Minimum of five years of professional experience in a senior M&E position responsible for implementing M&E activities on international development projects
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and/or performance monitoring plans.
  • High level of proficiency in written and oral English.
