MONITORING, EVALUATION AND LEARNING OFFICER
Job Summary
The Monitoring, Evaluation, and Learning (MEL) Officer, reporting to the Executive Director, will be responsible for designing, implementing, and overseeing the Commission’s Monitoring and Evaluation (M&E) frameworks. The officer will ensure quality data collection, analysis, and reporting to enhance the effectiveness of projects and programs. The MEL Officer will also play a key role in proposal writing and reporting to funding partners.
Responsibilities.
- Develop and implement Monitoring and Evaluation (M&E) frameworks, tools, and systems for ANGSOMA programs and projects.
- Conduct regular field visits for data collection, validation, and verification.
- Lead the development of data collection methodologies, including surveys, interviews, and focus group discussions.
- Analyze program data to assess project performance and generate reports with key insights and recommendations.
- Support the organization in proposal writing, including the development of logical frameworks and performance indicators.
- Ensure compliance with donor and organizational reporting requirements by preparing and submitting high-quality reports.
- Facilitate learning and knowledge-sharing through impact assessments, case studies, and best practice documentation.
- Train staff and partners on M&E principles, tools, and best practices.
- Maintain an updated database and manage information for program decision-making.
- Collaborate with program teams to ensure M&E integration into project design, implementation, and reporting.
Requirements
- Bachelor’s degree in Monitoring & Evaluation, Development Studies, Statistics, Social Sciences, or a related field.
- At least 3-5 years of experience in monitoring, evaluation, and learning, preferably in a development or humanitarian setting.
- Strong proficiency in data collection, management, and analysis using software such as Excel, SPSS, Stata, or Power BI.
- Demonstrated ability to develop and implement M&E frameworks and systems.
- Proven experience in proposal writing and report development for donors and stakeholders.
- Excellent research, analytical, and problem-solving skills.
- Strong organizational skills with the ability to manage multiple tasks and meet deadlines.
- Experience in training and capacity-building in M&E methodologies.
- Strong communication skills (written and verbal) in English.
- Knowledge of local languages is an added advantage.
- High level of integrity, professionalism, and commitment to organizational values.
