The Opportunity
Save the Children (SC) is seeking a Monitoring, Evaluation, Accountability, and Learning (MEAL) Manager for the GCF Project to oversee and deliver all program M&E activities, including survey design, analysis, and report writing. This includes developing qualitative and quantitative survey tools, sample frameworks, and reports for baseline and annual surveys, as well as tracking routine indicator outputs. The MEAL Manager will be responsible for designing, implementing, and strengthening MEAL systems for the Climate Resilient Health and Wellbeing for Communities in Southern Malawi project. Key responsibilities include leading the development and implementation of annual MEAL plans, creating and distributing MEAL tools, training staff, communities, and partners on MEAL concepts, and documenting and sharing key learnings to support program objectives.
Under the Direct Supervision of the Project Director; the MEAL Manager will guide program teams to achieve outcomes and ensure timely accountability to beneficiaries and stakeholders, in alignment with Save the Children’s and donors’ policies. The role involves maintaining strong coordination and relationships with team members, colleagues, external partners, government departments, and other NGOs, in close collaboration with the National MEAL Manager and Program Director.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

QUALIFICATIONS AND EXPERIENCE
Essential
- At least 5 years hands-on experience in Monitoring Evaluation and research work in the health and climate sectors or related development fields, preferably with a nongovernmental organization.
- High level ability in quantitative as well as qualitative research methods.
- Demonstrated knowledge and skills in quantitative and quantitative methods for measurement of learner achievement.
- Considerable experience in designing and maintenance of management information systems and tools.
- Excellent analytical skills and ability to effectively use different data analysis packages (SPSS, Excess, STATA, and similar statistical packages).
- Familiarity with mobile data collection platforms such KoboCollect, ODK or SuveyCTO.
- High level understanding and ability to develop terms of reference (ToRs) for independent consultants, supervision of independent consultants, and reviewing research/evaluation reports.
- Ability to communicate complex scientific data to communities, program staff, and partners in simple and clear manner.
- Good personal organizational skills, including time management, and ability to meet deadlines and work under pressure.
