Assignment Title: Monitoring and Evaluation Specialist
1. Background:
The Government of Malawi is implementing the Multinational Nacala Road Corridor Development Project Phase V with funding from the African Development Bank (AfDB) and the European Union (EU). The project will involve Rehabilitation of a 55 km road between Nsipe and Liwonde and construction of a One-Stop Border Post (OSBP) between Malawi and Mozambique at Chiponde/Mandimba border. The project is being implemented over a period of 5 years starting in July 2019 and ending in June 2026, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include consultancy services as a Monitoring and Evaluation specialistfor the Project. The Project will be implemented over a period of 5 years.
2. The Roads Authority now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services for the position.
The shortlisting criteria are:
i. University Degree in areas relevant to Monitoring and Evaluation (M&E) (e.g., Economics, Social Sciences), master’s degree will be considered an advantage.
ii. Minimum of 7 years of experience in relevant professional areas.
iii. Demonstrated experience in developing indicators, performance monitoring plans, logical frameworks, results frameworks, and M&E plans.
iv. Experience in computerized data management systems.
v. Excellent management and coordination capacity for the technical implementation of programs, including detailed planning and preparation of technical reports and evaluation and monitoring.
vi. Excellent interpersonal, facilitation, communication, and teamwork skills.
vii. Be proactive, have leadership skills and the ability to work in the office and in the field.
viii. Experience with projects financed by development partners, in particular the African Development Bank, will be considered an advantage.
ix. Ability to meet multiple deadlines and motivation to produce results and impact; and
x. Excellent knowledge of English.
3. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations” dated October 2015”, which is available on the Bank’s website at http://www.afdb.org.
