Global Health Informatics Institute

The Global Health Informatics Institute (GHII) is a non-profit organisation working at the intersection of science, engineering and global health to address problems of global health importance through development of local solutions and capacity (https://www.ghii.org). GHII is inviting applications from suitably qualified, motivated, hardworking and enthusiastic individuals to fill the Monitoring & Evaluation Manager positions on 1-year renewable contracts. This position will support activities under our cooperative agreement with the Centers for Disease and Control and Prevention (CDC) to increase the utilisation of data collected through electronic medical record systems.

Monitoring and Evaluation Manager

The main role of the monitoring and evaluation manager for the Global Health Informatics Institute is to lead monitoring, evaluation and learning activities and ensure responsive reporting, and ongoing learning and adapting across the organisation. The full scope of these duties and responsibilities are defined below:

  • Leads the development, implementation, refinement, and harmonisation of the organisation and project MEL systems, develops and operationalizes indicators, sets targets, and monitors progress; ensures they are informed by and feed into organisation and program decisions.
  • Responsible for development and implementation of the Evaluation and Performance Management Plan (EPMP), as well as for other strategic information, quality improvement, and operational research activities.
  • Establishes systems for gathering, reporting, and analysing performance data in compliance with industry guidelines and best practices.
  • Monitors progress against targets and prepares quality reports; contributes to other project reports such as annual work plans.
  • Leads and proactively reviews/analyses project activities and their outputs and outcomes to continuously learn from and adapt ongoing project implementation; provides feedback to the technical teams on where to improve.
  • Documents best practices and lessons learned and uses data and regular learning sessions to drive program design, adaptation, and decision-making.
  • Integrates data collection and learning throughout all project activities.
  • Build capacity of partners, technical teams, and stakeholders for data collection and data use for learning.
  • Lead the development and the implementation of M&E tools and systems to improve the ability to collect, and monitor program performance.
  • Monitor all program activities detailing and clearly communicating shortcomings, achievements, and recommendations.
  • Participating in program/intervention design sessions to further improve the delivery of program objectives.
  • Contribute to the preparation of routine project reports.

Qualifications, Skills, and Experience:

  • Minimum of degree’s level education in public health, statistics, Biostatistics, epidemiology, computer science, information Technology or related field
  • At least 5 years of experience in advanced statistical analysis, monitoring and evaluation.
  • A minimum of 2 years experience with monitoring and evaluation of PEPFAR programs or a background in HIV programming.
  • Good experience in statistical analysis (SPSS, STATA, R and SAS).
  • Good technical writing skills
  • Experience in data visualisation
  • Ability to work independently and as a member of a team, coordinate and effectively meet program goals
  • Energetic, detail oriented, and self-motivated individual
  • Strong communication skills,    and      ability   to prioritise and manage competing demands.
