Job Title:      MEAL Officer

Reports to:   Program Manager

Location:      Ntcheu

Duration:      1 year contract – renewable

 

Job Overview:

The MEAL Officer will be responsible for designing and implementing a robust Monitoring, Evaluation, Accountability, Learning and Research system that supports the organization’s objectives.   The role involves tracking and analyzing program performance, ensuring accountability to stakeholders, and facilitating continuous learning and improvement. The MEAL Officer will work closely with the Program Manager/Program Coordinator, Program Officers, and other team members to ensure data-driven decision-making and effective achievement of organization goals.   The ultimate goal is to ensure that the organization’s initiatives are well-aligned with its mission, deliver measurable results, and contribute to positive and sustainable outcomes.

 

Monitoring and Evaluation (M&E):

  • Develop and implement the program’s M&E framework, including tools, indicators, and methodologies.
  • Regularly monitor program activities to ensure they are aligned with the objectives and expected outcomes.
  • Collect, analyse, and interpret data to assess program performance and impact.
  • Conduct baseline, midline, and endline surveys as well as regular field visits to gather data and monitor progress.
  • Develop appropriate monitoring tools for projects
  • Conduct and implement baseline and evaluation surveys
  • Assist in annual project planning, design SMART objectives, logic models, monitoring frameworks
  • Facilitate assessments, data entry and analysis of nutrition status in CBCCs and Under-five clinics
  • Monitor CBCCs (registers, feeding, delivery of lessons, progress of students and general record keeping)
  • Update student database and track students after school

 

Data Management and Analysis:

  • Establish and maintain a comprehensive database for tracking program data, ensuring accuracy and confidentiality.
  • Ensure the program’s accountability mechanisms are in place and effectively implemented.
  • Monitor the program’s adherence to accountability standards and ethical guidelines.

 

Learning and Knowledge Management:

  • Promote a culture of learning within the program team by facilitating regular reflection sessions and learning events.
  • Document and share best practices, lessons learned, and success stories from the program.
  • Support the development of case studies, research papers, and other knowledge products to enhance the program’s impact.

 

Capacity Building:

  • Provide training and support to program staff and partners on M&E tools, methodologies, and best practices.
  • Build the capacity of team members to effectively contribute to M&E activities and data-driven decision-making.
  • Stay updated on the latest trends and developments in M&E and share relevant knowledge with the team.

 

Reporting and Documentation:

  • Prepare comprehensive M&E reports, including analysis of key performance indicators, challenges, and recommendations.
  • Work closely with the Program Manager, Project Coordinator, and other team members to align M&E activities with overall program goals.

 

Qualifications:

  • Bachelor’s degree in Monitoring and Evaluation, Social Sciences, Economics, Statistics, International Development or any related field.
  • Minimum of 3 years of experience in M&E, preferably in community development programmes.
  • Strong skills in data collection, analysis, and reporting, with experience using M&E software and tools.
  • Excellent understanding of M&E frameworks, theories of change, and logical frameworks.
  • Experience in designing and conducting surveys, evaluations, and impact assessments.

 

Preferred Skills:

  • Experience in working with NGOs.
  • Familiarity with participatory M&E methodologies and accountability frameworks.
  • Strong communication and interpersonal skills, with the ability to present complex information clearly.
  • Ability to work independently and manage multiple tasks simultaneously.
  • Licenced motorbike riding
  • Proficient in quantitative and qualitative data analysis using tools such as Excel, SPSS, STATA, WHOAnthro or other statistical software. Ability to interpret and present data in a clear and meaningful way.
  • Competence in using information technology for data collection, analysis, and reporting. Familiarity with data visualization tools and platforms.
  • Excellent written and verbal communication skills. Ability to convey complex findings and insights in a clear and understandable manner to both technical and non-technical stakeholders.
  • Strong project management skills to oversee MEAL activities effectively. Ability to manage multiple tasks and deadlines concurrently.
  • Understanding of the specific industry or sector in which the organization operates. Familiarity with international development, non-profit, or government sectors
  • Strong analytical skills to interpret data, identify trends, and draw meaningful conclusions. Ability to think critically and solve problems.
  • Meticulous attention to detail to ensure data accuracy and reliability.
  • Strong interpersonal skills to collaborate with diverse stakeholders, including program managers, partners, and donors. Ability to work effectively in a team-oriented environment.
  • Willingness to explore innovative approaches to monitoring and evaluation. Proactive in seeking out new technologies and methodologies.

 

Working Conditions:

  • This position may require occasional travel to project sites and partner institutions.
  • Flexibility to work outside of regular office hours as needed to support program activities.
