Roads Authority

The Roads Authority (RA) was created by Act No. 3 of 2006 to ensure that public roads are constructed, maintained or rehabilitated at all times; and to advise the Minister, and where appropriate, the Minister responsible for Local Government on the preparation and efficient and effective
implementation of the Annual National Roads Programme.

The Roads Authority (RA)is inviting applications from suitably qualified Malawians to fill the following vacant posts:

Maintenance Engineer (Grade RA6)

The post is tenable at its Regional Office in Lilongwe. The role of the Maintenance Engineer is to manage the planning and implementation of road maintenance programmes and projects, and to monitor conditions of the designated public road network infrastructure within the Regional Office’s area of jurisdiction.

The Maintenance Engineer will report to the Regional Manager and will specifically be responsible for:

i) Ensuring that road condition surveys are conducted regularly and effectively;
ii) Reviewing contractors’ time and cost claims and advises the Regional Manager accordingly;
iii) Attending regular site meetings and ensuring that the proceedings are correctly recorded in minutes and issuing site instructions as appropriate;
iv) Monitoring and assessing the performance of contractors and consultants undertaking maintenance works;
v) Developing and updating unit rates for construction and maintenance activities;
vi) Monitoring and reporting on the physical and financial progress of civil works and consultancy
services;
vii) Participating in procurement of contractors and consultants for maintenance works in the region
including preparation and evaluation of bids and proposals for civil works and services;
viii)Processing contractors work measurements /valuations and facilitates timely payments;
ix) Supervising and guiding Road Inspectors to ensure that works are completed timely, to the agreed
quality and within budget and
x) Preparing periodic reports.

The desired candidate must have the following qualifications, experience, knowledge, skills and abilities:

i) Bachelor’s Degree in Civil Engineering from a recognized university;
ii) 5 years’ work experience in construction contracts management;
iii) Must be a registered graduate engineer;
iv) Project management skills;
v) Strong analytical and negotiations skills;
vi) Good computer literacy;
vii) Strong interpersonal skills;
viii) Problem solving skills;
ix) Must have a working knowledge of Occupational Health and Safety regulations and
x) Good communication skills both oral and written.
