Project Background
The purpose of the Global Health Supply Chain (GHSC) program–Procurement and Supply Management (GHSC_PSM) project is to ensure the uninterrupted supply of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and
supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR) and the President’s Malaria Initiative (PMI). In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for healthcommodity procurement and related systems
support encompassing different elements of a comprehensive supply chain.
At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:
- Global Commodity Procurement and Logistics
- Systems and Operational Support
- Global Collaboration to Improve Long-Term Availability of Health Commodities
We are currently seeking qualified professionals for the following positions:
JOB TITLE: Logistics Management information system (LMIS) Coordinator
JOB LOCATION: Lilongwe, Malawi
REPORTS TO: Country Director, GHSC-PSM
Position Summary
The LMIS Coordinator provides systems support, supervisory leadership & guidance to the logistics management information system (LMIS) team at the GHSC-PSM project office in Malawi. This role includes providing systems support for the current electronic logistics management information system
(OpenLMIS) so that it remains functional and available to provide stock status and other logistics data to inform the ordering and distribution of life saving commodities.
Principal Duties and Responsibilities:
- Oversee the development and implementation of the LMIS work plan and budget and ensure that all activities are completed on time and within pre-defined budget ceilings.
- Ensure that subcontracts are in place to provide L1, L2 and L3 support for OpenLMIS operations.
- Closely coordinate with Vitalliance so that Malawi can benefit from the enterprise support.
- Manage subcontractors, both local and international, that are tasked to support the maintenance and operations of OpenLMIS.
- Work with subcontractors and relevant stakeholders for timely identification, reporting and resolution of bugs and system related issues.
- Review and approve monthly deliverables of L1, L2 and L3 service providers/subcontractors.
- Organize regular and ad hoc meetings with subcontractors and Vitalliance for effective management of OpenLMIS.
- Monitor the quality of technical and maintenance support provided to OpenLMIS users by L1, L2 and L3 subcontractors.
- Design and implement a system for regular monitoring facility level LMIS reporting rate and data quality to inform improvement action plans.
- Coordinate with subcontractors and MOH to deploy new OpenLMIS versions as they are available and applicable for continued operations of OpenLMIS.
- Lead the process of data analysis, interpretation, and timely dissemination of LMIS data/report to stakeholders to support evidence-based decision-making that informs lifesaving commodity
procurement planning and distribution. - Ensure enterprise support (Vitalliance) subscription and hosting (AWS) fees are paid on time to avoid interruption in OpenLMIS operation.
- Ensure availability of adequate resources to support timely reporting of essential logistics data from facilities.
- Attend to other duties as assigned by the Country Director.
Qualifications
- Bachelor’s Degree in the field of Information Technology, Strategic Information Management, or other relevant fields required. Master’s degree preferred.
- Minimum of 7 years of relevant work experience in MIS management, data analytics, and project implementation.
- Experience with OpenLMIS or similar logistics management systems strongly preferred.
- Strong knowledge of MS Office applications, especially MS Excel, required. Additional knowledge of other data management, visualization, and analysis software packages including Tableau, is
strongly preferred. - Experience building consensus with cooperating partners and stakeholders, especially government counterparts centrally and at district-levels required.
- Demonstrated ability to mentor and manage a team of local and international IT and MIS professionals ensuring the quality and timeliness of their products required.
- Excellent interpersonal skills, with demonstrated diplomacy and the ability to communicate effectively in a cross-cultural environment.
- Fluency in written and spoken English required.
- Demonstrated ability to communicate clearly and concisely both orally and in writing.
- Demonstrated leadership, versatility, and integrity.
Level of Effort:
This is a long-term position.
