CARE Malawi has secured funding from the United States Department of Agriculture (USDA) for the McGovern-Dole International Food for Education and Child Nutrition Program, locally titled ‘Tiwoloka’. The funding runs from October 1, 2024 to September 30, 2029. CARE Malawi will implement the project in partnership with the Forum for African Women Educationists in
Malawi (FAWEMA) and Water Aid.

Therefore, CARE Malawi seeks to recruit well qualified persons to fill the following vacant positions within its USDA funded McGovern dole Food for Education program i.e. Tiwoloka Project in Malawi:

LOGISTICS AND COMMODITY SPECIALIST 

Position Description

Logistics & Commodity Specialist will be responsible for the day-to-day management USDA imported and locally procured food, from the arrival of food to its final distribution, including receipt, handling, storage, transport, loss management and reporting, as well as oversight of the warehouse coordinator and warehouse assistant. He/she is responsible for the management of food pipelines, distribution plans, claims, data
entry and payment requests for the transportation and storage of food
products, monitoring and reporting.

Specific duties and responsibilities include the following:

  • Analyze commodity pipeline to ensure sufficient stock availability across the country warehouse for smooth distribution and alert management of any deficiencies noticed.
  • Ensure timely submission of the commodity call forward information to Deputy Chief of Party – Commodities & School Feeding /designate for donor approval. Arrange with CARE selected in country freight
    forwarders/C&F agent for smooth arrival and customs clearance of the commodities.
  • Prepare procurement plan for local commodities with liaison with School Feeding – Local & Region Procurement Specialist. Conduct market survey and select vendors for procurement of USDA donated commodities as well as the locally procured commodities.
  • Ensure all port service providers are in place, orient them for smooth commodity discharge and receiving, survey work and transportation
    from the Cross-border Port to the respective warehouses for storage and onward transportation to the schools.
  • Provide technical assistance to country office for developing
    agreements and/or Scope of work and contracting the service providers i.e. Clearing & Forwarding agent, independent surveyor, fumigation company and transporter/s.
  • Establish a commodity requirement plan for all targeted schools.
  • Secure numbers of students from each district for all schools through an official request letter.
  • Verify and check with the school feeding team to ensure correctness.
  • Conduct logistics assessment to set up the warehouses at strategic location for timely commodity receipt and final delivery to the respective destination/s schools as deemed appropriate and necessary or under emergency situations such as road inaccessibility, etc.

Required Education and Experience

  • Bachelor’s Degree in Supply Chain/Logistics, Business Management.
  • Minimum 5 years’ relevant work experience, preferably in an International Non-Government Organization (INGO.) and having experience in USDA commodity handling and school feeding program is a plus.
  • Ability to manage the logistic and commodity technical function and implement procedures and processes, with minimal supervision.
  • Knowledge of port operation and USDA rules and regulations is desirable.
  • Proven understanding of working with an International Non-Government Organization (INGO).
  • Excellent written and verbal skills in both local language and English and good numerical skills.
  • Demonstrated knowledge of and experience in software package including Ms Offices
