Position: Livestock Specialist

CARE International in Malawi was awarded a cooperative agreement from the U.S Agency for International Development’s Bureau of Humanitarian Affairs (USAID/BHA), to implement a five-year (FY20-FY24) Resilience Food Security Activity (RFSA) to improve and sustain the food and nutrition security of vulnerable populations in Zomba and Mangochi Districts. CARE is working in a consortium with Save the Children, Emmanuel International, WaterAid, NASFAM, and IFPRI, as well as other associated organizations and partners.
Consequently, CARE is looking for suitably qualified persons to fill vacant positions of Agriculture Manager and Livestock Specialist which are available in the TITUKULANE Project based in Zomba.
Position description
Position: LIVESTOCK SPECIALIST
The Livestock Specialist will be responsible for the technical delivery of the livestock activities in the Titukulane project which includes design and implementation of strategies to improve livestock productivity, strengthen farmer capacity building networks, enhance access to animal health, breeding, finance, and markets and ensure that all livestock-related activities and results are implemented in a timely manner and within the approved budget.
Specific Roles and Responsibilities
  • Lead the process of beneficiary and Community Animal Health Workers (CAHWs) selection and formation of Farmer Field Business School (FFBS) groups as per the criteria set by the project in collaboration with local administrations and community representatives.
  • Design and implement capacity building strategy for the CAHWs and livestock beneficiaries.
  • Facilitate farmer training and adoption of livestock productivity enhancing technologies and practices through the FFBS.
  • Facilitate the selection, procurement and distribution of appropriate, healthy, and quality indigenous chicken and goat breeds to selected beneficiaries.
  • Work with the relevant government institutions and private sector to provide technical training to CAHW and support the CAHWs to cascade the training to livestock farmers through the FFBS.
  • Support the CAHWs to facilitate aggregation of demand for vaccination, feeds and deworming services and facilitate livestock vaccination and deworming campaigns in collaboration with CAHWs, relevant line ministries and the private sector.
  • Build capacity of Private Veterinary pharmaceutical companies on BHA technical guidelines and facilitate linkages between CAHWs and Private Veterinary pharmaceuticals, and the government for technical back stopping and input supply.
  • Provide technical backstopping, regular coaching, and support to CAHWs and support them to promptly report on issues such as unusual animal mortality, infertility, unidentified diseases, and disease outbreaks in projects to the relevant government offices.
  • Facilitate in identifying and connecting farmers, producer groups and CAHWs with MFIs and/or banks to increase credit or financial services for their farming/service provision activities.
  • Assist in the monitoring and evaluation of livestock production value chain and the collection of data that mark their progress against established project and USAID indicators
  • Work closely with Gender, nutrition, and livelihoods Specialist to ensure that gender, nutrition and VSLA mainstreaming efforts are a component of all livestock activities
  • Work closely with other Project Specialists to ensure integration and promotion of a holistic farming systems approach.
Minimum Required Qualifications, skills and relevant work experience
  • Bachelor’s degree in disciplines such as animal science, agriculture, or other related fields.
  • At least 3 years of experience in fields related to agriculture value chain and agri-enterprise development (specifically livestock and poultry value chain enterprises).
  • Knowledge and experience in agriculture value chain and agri-enterprise development
  • Demonstrated knowledge and experience in addressing livestock and poultry productivity challenges, including supporting services (financing/certifications), infrastructure, regulatory best practices, value addition etc.
  • Good understanding of and sensitivity for poverty, social and ethnic issues
Knowledge of project management principles and approaches
  • Excellent Knowledge of and experience with or within community organizations
  • Excellent skills in working with district and local level structures.
  • Strong negotiation, facilitation, and training skills
  • Influencing skills especially with local communities and District level structures.
