JOB ADVERTISEMENT – JUNIOR MONITORING & EVALUATION SPECIALIST
A. Brief introduction to the project
The GIZ global project “Employment in rural areas with focus on youth” is part of the special initiative “Transformation of Agri-Food Systems” commissioned by the German federal Ministry of Economic Cooperation and Development (BMZ) and co-funded by the Royal Norwegian Embassy Lilongwe (RNE). In Malawi the project is called EYA! ATVET – Empowering Youth and Women in Agribusiness. The project is aimed at improving the employment, income and training opportunities in the agri-food sector in rural areas with a special focus on the youth and women target group. To reach its aims, the project applies the so-called integrated approach to employment promotion. This is an innovative approach which focuses on creating additional employment opportunities, improving training and qualification and link labor supply and demand in rural areas based on specific needs and interests of young people.
The focus intervention areas in Malawi are:
1. Improved qualification of women and youth for the agricultural and agri-food sector, with a specific focus on women
2. Increasing new and supplementary job opportunities through support to MSMEs, smallholders and start-up creation as well as development partnerships with the private sector
3. Improved framework conditions and integration of young people into rural labor markets through innovative (digital) matching activities
In Malawi the project is implemented with the Ministry of Trade and Industry (MoTI) and in close collaboration with the Ministry of Labour (MoL). Implementation areas are nationwide with more concentration in the central region of Malawi.
B. Responsibilities
The junior monitoring and evaluation specialist (m/f) will support to plan, set up, implement, manage and coordinate the project’s M&E system in accordance with the overall M&E framework of the global project. He/she will do this in close collaboration with the M&E experts in the team in Malawi as well as the M&E expert of the global project’s steering unit in Germany. The monitoring activities should monitor the activities and capture the technical progress of the project on output, intermediate and outcome level. He/she will support the timely tool development, data collection, data processing, data visualization, reporting and regular presentation of the results to the management level. To fulfill these tasks, the junior M&E expert will collaborate closely with the project management, technical experts, external consultants and implementing partners and define together their responsibilities within the M&E system and processes. He/she will also support implementing partners, operating in qualification/training, startup promotion/MSME support and job matching and youth organizations, to set up or improve their own monitoring and tracer systems. This aims to on the one hand provide the required data for the project’s M&E system and on the other hand to allow better impact assessments and learning for their own sakes during the project phase and beyond. He/she will also support the project’s communication on ongoing activities, achieved results and impacts towards different target groups in Malawi and Germany. The results will also be shared with stakeholders involved in the global project in Kenya, Mozambique and Burkina Faso.
C. Tasks
Project Planning, Monitoring and Evaluation
- Support the implementation and management the EYA! ATVET M&E system, together with the project team, political partners and in cooperation with the steering unit of the global project in Bonn
- Develop and implement processes and tools for results-based, gender-sensitive and conflict-sensitive (based on do no harm principles) monitoring of the projects’ progress and achievements based on the overall M&E framework of the global project and in line with GIZ Responsible Data Guidelines
- Support the management of the digital M&E platforms/tools (e.g. Tola Data Kobo Toolbox)
- Advise colleagues on their M&E responsibilities and ensure data quality of transmitted information, especially quantitative data
- Advise external consultants and implementing partners on their contribution to the project’s M&E system and assure quality and completeness of transmitted data on activities and results
- Continuously support implementing partners in the set-up and improvement of their monitoring activities and tracer systems, strengthen their capacities in the management and use of these systems
- Support the coordination and implementation of data collection in the field in coordination with relevant stakeholders (regional and local authorities, project team, implementing partners, private partners, target groups, civil society) and ensure quality of collected data, data processing and analysis for the baseline-studies as well as constant follow-ups
- Collate data on activities and results
- Visualize collated data and present it in a timely manner in line with reporting schedules and as need arises in the course of program implementation
- Deputize the project M&E expert where necessary
- Respond to requests from the management and the steering unit in a timely manner and provide relevant inputs for reporting
Capacity Development
a. Support facilitation of capacity building initiatives of staff and project partners on M&E frameworks, digital M&E tools and processes as well as tracer studies (youth organizations, training institutions etc.)
b. Support short-term experts/ missions regarding planning and M&E
Knowledge Management
a. Follow trends, discussions and best practice of ICT4M&E in the country and region and insert information in exchange formats within GIZ and with partners
b. Support the development of communication material on the achieved results and impacts (e.g. success stories, video clips, fact sheets) in close collaboration with the cluster, project colleagues and steering unit as well as implementing partners
c. Actively contribute to the global project’s knowledge exchange activities between country packages in Africa and partners as well as GIZ platforms of knowledge management (Sector network rural development in Africa, IDA communities)
d. Actively contribute to a knowledge exchange with M&E-officers of GIZ projects within the Cluster and support the cluster formation with regard to conjoint M&E efforts
e. Support the GIZ wide annual aggregated monitoring in cooperation with the steering unit in Bonn
Other Duties/Additional Tasks
a. Support the project management in organizational and strategic questions
b. Perform any other duties as required by your superior
D. Required Entry Qualifications and Competencies
1) Qualifications
- Relevant Bachelor’ degree (economics, social sciences, agricultural studies, development studies, related field) of a recognized institute
- Very good knowledge of results-based monitoring and evaluation methodologies and approaches
- Knowledge of methods and procedures of the German Development Cooperation are an advantage
Professional Experience
- Initial working experience in monitoring and in evaluation of international development programs
- Initial working experience in data collection, processing and analysis preferably with DAC criteria
- Preferably work experience in cooperating with public and private service providers (e.g. agricultural extension) and/or NGOs in monitoring and data collection
- Working experience with GIZ is an asset
Desirable:
- experiences in applied field research in agriculture or rural development with link to youth employment promotion
- Have good organizational and networking skills, ability to work with minimum supervision and as part of an international team
- Fluency in written and spoken English and spoken Chichewa are a must, additional local languages are an advantage
- Good IT skills, especially Microsoft Word, Power Point and very good skills in Excel; ICT based applications for data collection and data visualization
- Knowledge of descriptive statistics, basic inferential statistics and statistical software is an asset
