Overview
INTERNAL AUDITOR –TECHNICAL (GRADE RA6)
The Roads Authority (RA) was created by Act No. 3 of 2006 to ensure that public roads are constructed, maintained or rehabilitated at all times; and to advise the Minister, and where appropriate, the Minister responsible for Local Government on the preparation and efficient and effective implementation of the Annual National Roads Programme.
The Roads Authority (RA) is inviting applications from suitably qualified Malawians to fill the vacant position of Internal Auditor – Technical (Grade RA6) tenable at its head office, Functional Building in Lilongwe.
The role of the Internal Technical Auditor is to conduct civil works audits.
The Internal Technical Auditor reports to the Internal Audit Manager and is
specifically responsible for: –
i. Determining and documenting via flowcharts and narratives the nature of
operations and system of internal control for the assigned audit areas.
ii. Conducting a risk analysis of the audit area, evaluating various functions within
the area against specified risk criteria and identifying for audit focus those functions having highest risk.
iii. Planning the objectives, scope and methodology of the audit and preparing an
audit program and determining the auditing procedures to be used.
iv. Determining whether the organizational divisions/ units are performing their civil works planning, maintenance, construction and procurement activities in compliance with management instructions, strategic plan, applicable policies, procedures, laws and regulations.
v. Performing the audit in professional manner and in accordance with the approved audit program.
vi. Preparing and delivering spoken and written presentations to management during and at the conclusion of the examination, discussing deficiencies and recommending corrective action to improve operations and reduce costs.
vii. Compiling and reporting formal written reports addressing the results of the audit.
The desired candidate must have the following qualifications, experience, knowledge, skills and abilities: –
i. Degree in Civil Engineering;
ii. Any other qualification in Finance is an added advantage.
iii. At least 5 years’ experience in technical auditing or closely related field.
iv. Ability to gather, analyse and evaluate facts and to report.
v. Professionalism and positive attitude.
vi. Good communication skills.
vii. Prescribes and believes in the Code of Ethics for Internal Auditors.
viii. An ability to work under minimum supervision.
ix. Must be available for extensive travel.
x. Knowledge of current professional auditing standards, procedures and reporting requirement.
xi. Knowledge of operating systems and related risks and controls.
xii. Knowledge of audit techniques for computer applications.
