The Ministry is mandated to create an enabling environment for sustained provision of Land, Housing and Urban Development services to promote and encourage sustainable  development. In pursuit of this mandate, the Ministry is implementing a flagship project to construct 10,000 houses for Security Institutions across the country in order to provide decent accommodation for security Institutions (Malawi Defence Force, Malawi Police Service, Malawi Prison Service and Immigration and Citizenship Services.

The Ministry of Lands has developed an innovative strategy to fast – track the implementation of the project and wishes to engage suitably qualified and experienced professionals to fill the following vacant posts tenable at the Infrastructure Management Unit – Lilongwe.

Salary : Within the range of Grade E salary scale segment
Reporting to : Director of Housing (Grade D)
Location : Infrastructure Management Unit in the Ministry of Lands, Lilongwe

 

 

Purpose Of The Job:
The primary purpose of the position is to guide the implementation of the project for the
construction of 10000 housing units for security institutions. The incumbent will also be tasked to strategize and mobilize resources for the Infrastructure Management Unit, build effective partnerships with Ministries, Departments and Agencies (MDAs); be ready to update authorities on funding matrix and ensure high standard of record keeping and timely completion of the designated project.

Qualifications:
The Infrastructure Management Coordinator (MC) must have the following qualifications;

    • Bachelor’s Degree in the following; Architecture, Quantity Surveying, Structural
      Engineering or Civil Engineering.
    • Those with Master’s Degree in the specified professions will have an added advantage.
    • Must have a minimum of 10 years’ experience in construction related field.
    • Must be registered in either of the following professional bodies;
      a. Malawi Institute of Architects
      b. Surveyors institute of Malawi
      C. Malawi Institute of Engineers

Duties:
The Infrastructure Management Coordinator will be responsible to the Director of Housing in all construction, contractual and administrative matters; among other duties, he/she will be the overall coordinator of the Infrastructure Management Unit to monitor and coordinate programmes of the institution; specific duties and responsibilities shall include the following:

    1. Management and Resource Mobilization
      • Leading in the development and implementation strategy of the countrywide
        programme;
      • Endorsing and submitting architectural drawings, bills of quantities, structural
        engineering works, mechanical and electrical services (M&E) to approving
        authorities.
      • Providing guidance and quality assurance, support for funding proposals and
        lobbying development partners for support;
      • Ensuring timely and effective implementation of the project
    2. Contracts management
      • Ensuring effective operational planning and budget setting in line with contractual agreements;
      • Maintaining an effective contract management systems for the project including management of contract information and reporting process by ensuring that the programme team produce intended results within agreed time frame, within the budgeted resources according to specifications;
      • Assisting the programme team and its partners in understanding and conforming to requirements in all aspects of project implementation, management and monitoring;
      • Organizing and Coordinating staff members visits to projects sites to ensure the construction works are of high standard.
      • Generating, organizina and sharing relevant information to facilitate effective management of the contracts.
      • Reviewing, monitoring and documenting construction progress at the project sites and make informed decisions about its implications;
      • Contributing to the development of publications and communication materials which are relevant to the objectives of the unit;
      • Contributing to strategic discussions as they relate to the allocation and determination of investment priorities.
    3. Strategic partnership and team building
      • To proactively be in touch with Ministry’s management team to ensure that there is no communication gap;
      • To ensure that capacity needs of staff are timely met in order to enable the project team to effectively implement their activities;
      • To develop an effective partnership with local governments.

Additional Knowledge
Proficiency in MS Office i.e. Excel, Word, PowerPoint and AutoCAD package
Knowledge of google suites and tools.

High level of accuracy and attention to work details;
Resourceful, self-starter with the ability to independently multitask and prioritize:
Strong analytical skills.

Terms and Conditions of Employment
