Malawi Environmental Protection Authority (MEPA)

The Malawi Environment Protection Authority (MEPA) was established by Section 7 (1) of the Environment Management Act (EMA) of 2017 as the principal agency for the protection and management of the environment and sustainable utilization of natural resources. MEPA coordinates, monitors, supervises and consults with all relevant stakeholders on all activities relating to the utilization and management of the environment and natural resources.

The MEPA is inviting applications from suitable, highly qualified, experienced and motivated candidates to fill the positions of: Biodiversity Conservation Manager, Inspection and Enforcement Manager, Environmental Assessments Manager, Legal Services Manager and Human Resource and Administration Manager tenable at its secretariat situated in Arwa House, City Center, Lilongwe.

1.5 HUMAN RESOURCE AND ADMINISTRATION MANAGER

Grade: ME3
Division: Human Resource and Administration
Reporting to: Director General

Job Summary

To manage the human resource and administrative issues for the effective and efficient delivery of services of the Authority.

Key Duties and Responsibilities

a) Supervise the formulation, implementation, monitoring and reviewing human resource and administrative policies, procedures and regulations.
b) Supervise staff in the Division.
c) Oversee recruitment and selection processes.
d) Plan, coordinate and monitor staff development.
e) Provide advice and support to management and staff on the implementation of the Authorities’ Human Resource and Administrative policies and procedures.
f) Supervise the implementation annual Performance Management System.
g) Interpret human resource and administrative policies and regulations.
h) Oversee the management and implementation of cross cutting issues such as HIV and AIDS, gender mainstreaming and environment climate change awareness at work place.
i) Oversee implementation of works and buildings maintenance activities;
j) Oversee the development, implementation and maintenance of inventory, property, fleet management and security systems.
k) Oversee welfare of employees at MEPA
l) Perform any other duties relevant to the post as may be assigned.

Qualifications and Experience

  • A Master’s Degree in Public Administration, Business Administration, Human Resource Management, Strategic Management from an accredited institution recognized by National Council of Higher Education (NCHE).
  • At least five (5) years’ work experience in human resource management and administration in a busy organization.
  • Registered member of the Institute of People Management of Management (IPMM) will have an added advantage.

Skills and Abilities

  • Thorough knowledge of HR policies, procedures and processes.
  • Knowledge of labour laws.
  • People management skills.
  • Proficient skills in Microsoft Office (MS Word, Excel and Access).
  • High integrity, honesty personality, strong interpersonal skills and ability to work in a team.
