Malawi Council for Disability Affairs (MACODA)

The Malawi Council for Disability Affairs (MACODA), formerly known as Malawi Council for the Handicapped (MACOHA), is a legally mandated body to promote and protect rights and freedoms of persons with disabilities. MACODA was established by an Act of Parliament, the Persons with Disabilities Act (No. 4 of 2024), as a statutory corporation to protect and promote fundamental rights and freedoms of persons with disabilities. The Council is an enforcement agency of the Act and is particularly legally mandated to investigate and carry out inquiries into violations of rights of persons with disabilities. Among its functions for disability programming and steer disability mainstreaming in the country’s development include promoting multisectoral coordination and collaboration; development of standards and guidelines on a rights-based for disability service provision; regulating disability services and programmes; promotion of measures and interventions aimed at promoting realisation of rights of persons with disabilities and registration of persons with disabilities as well as
organisations, associations and institutions implementing disability programmes including those that provide specialised services to persons with disabilities.

MACODA is inviting applications from suitably qualified persons to fill the following vacant positions existing in the Council.

Job Title: Human Resource and Administration Manager (1 position)

Grade: MCD 3
Reporting to: Director of Finance and Administration

Purpose of the Job: To provide administrative procedural and operational support and assistance for the efficient implementation of HR functions and procedures of the Council.

Key Duties and Responsibilities

  • Developing, reviewing and implementing human resource policies, procedures and systems to ensure best HR practices.
  • Provide Human Resource Planning planning service to the Council to ensure a coordinated approach between the development of technical programmes and manpower development and planning needs.
  • Participating in the recruitment process, administration of disciplinary procedures, handling staff complaints and providing professional advice to Management on HR and Administration matters.
  • Determine present and forecasting future HR requirements and advising on short and long-term HR strategies; develop long-term and short-term human resource training policies for the Council.
  • Establish and continually review staffing standards of the Council’s structures, departments and units.
  • Developing and implementing staff development plans and supporting training needs assessments.
  • Supporting the administration of Open Performance Appraisals, reward management systems and procedures with departmental heads.
  • Ensure a health working environment and promoting safeguarding issues to vulnerable persons.
  • Developing and implementing Human Resources Management Information System (HRMIS) to improve HR data linkage with the payroll for better control over payroll expenditures.
  • Lead the implementation of institutional or work place policies in aspects of safeguarding,
    gender, sexual harassment and complaints handling.

Qualifications and Experience

  • Bachelor’s Degree in Human Resource Management, Business Management or Public Administration obtained from a recognised institution. Those with Master’s Degree in Human Resources Management or Masters in Business Administration will have an added advantage.
  • At least 5 years’ working experience in a senior management position.

Personal attributes and specifications

  • Adequate and in-depth knowledge of Malawi’s labour laws.
  • Good understanding of organisational and institutional procedures and systems.
  • Sound core competencies in administration and human resource management.
  • Appreciation and knowledge of innovative concepts and practices in contemporary HR and public administration.
  • Knowledge of corporate governance ethos and practices in modern institutions.
  • Understanding and appreciation of institutional or work place policies in aspects of safeguarding, gender, sexual harassment and complaints handling.
  • Excellent communication and interpersonal skills and good computer literacy.
  • Good knowledge and appreciation of the Public Sector Reform programme in Malawi’s public service.
