Malawi AIDS Counselling and Resource Organization (MACRO) is a locally registered non-governmental organization (NGO) established in 1995 to complement Government’s efforts in in the fight against HIV and AIDS and other health related issues.

MACRO’s Vision is Malawi populace free of ill-Health” and its Mission is “Transform lives of Malawians through provision of high quality HIV and AIDS, and other health related services”.

With funding from CDC, MACRO is implementing the IMPACT Project whose purpose is: To strengthen effective measures to address unmet needs for HTS among men and KP/PP and HIV services for KP in CDC supported districts towards the attainment of 95-95-95 goals.

Therefore, MACRO is inviting applications from suitably qualified candidates to fill the following vacant position:

Role: HIV Testing Services Program Manager

Responsible for: Lilongwe, Blantyre and Mzimba South

Position Overview

The HTS Program Manger reports to the HTS and KP advisor, He/she will be responsible for coordinating IMPACT HTS activities under the CDC-funded IMPACT project which aims at increasing utilization of HTS in selected districts in Malawi to support the attainment of the 95-95-95 goals, in alignment with PEPFAR and Malawian Government priorities. He/she will ensure increasing access and demand for targeted community based HTS, improving linkages from HTS to other services, and improving the quality of HTS. He/she will coordinate implementation of targeted community-based HTS using different approaches such as outreach HTS, index testing, moonlight, and HIV self-testing approaches. He/she will ensure timely HTS data reporting according to IMPACT Project and MOH requirements The HTS officer will ensure implementation of quality HTS at district level as stipulated in the National MOH guidelines and report to the HTS Advisor as required

Main Responsibilities

  • Serve as the lead district HTS expert in adaptation and delivery of different targeted community based HIV testing modalities, including index testing, social networking strategy, outreach testing, HIV self-testing, moonlight, epidemiologically informed HTS
  • Provide expert guidance on appropriate technical and programmatic approaches to HIV case finding through targeted and/or blended testing approaches
  • Develop strong relationships with government and other implementing partners at district level to ensure coordination, accuracy, integration, and capacity development in provision of HIV testing services and linkage to care and treatment
  • Lead in developing site/district level action plans based on gaps identified during HTS delivery.

Qualifications

  • A Clinical Bachelor’s degree (Medicine, Nursing, Pharmacy, Laboratory technology/biomedical sciences or other) required; specialty training in medicine, infectious diseases, or other relevant advanced clinical degree preferred
  • 7-8 years’ experience in implementing HIV testing services

Knowledge and Skills

  • Experience in training health workers and/or CBOs on HTS programming
  • Experience in building capacity at individual and organizational levels
