The Opportunity

The Health Technical Advisor will work to contribute and improve the overall Health & Nutrition strategy of the Country Office especially taking lead in delivery of Maternal, New Born, Child and Adolescent Health (MNCAH) programming. Technical Advisor takes responsibility for the strategic direction and coordination of Save the Children’s work on health in the Malawi Country Office including ensuring programming attracts significant donor funding and contributes to Save the Children’s strategic objectives, national/global learning and advocacy especially in health. As a member of the programme development and quality (PDQ) team, the Health Advisor is responsible for leading and overseeing the development and delivery of high quality, innovative, cost-effective programmes in MNCAH in both emergency as well as long-term development, resulting in immediate and lasting change for children. The Health Advisor is expected to provide technical advice and support to project staff to ensure programming objectives are successfully achieved. They are also responsible for initiating and taking technical leadership in H&N (specifically MNCAH) focused studies, documentation and dissemination of innovation and good practices; leading on policy research and advocacy through networking and collaboration with relevant civil society organisations, supporting and leading, as needed, representation with relevant government departments and technical working groups,and; working with STA Health and Nutrition  in establishing, maintaining and expanding donor relations for the health sector.

She/ He will work under the direct line management of the Senior Technical Advisor Health and Nutrition in the Programme Development and Quality section-PDQ and also expected to work closely/coordinate with Health Technical Advisors at Save the Children Member head offices on technical matters/inputs.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

In order to be successful, you will bring/have:

EDUCATION QUALIFICATION

Master’s Degree in public health, international development or equivalent of a relevant field in health (preferably MNCHA); with at least eight years of relevant experience preferably in primary health care service delivery in the context of emergencies and development.

SKILLS AND EXPERIENCE

  • Proven knowledge and experience with international public health program management in such areas as policy development, program planning, design, and oversight.
  • Demonstrated technical leadership, program management, and strategic planning on issues related to maternal new born child and adolescent health.
  • Strong analytical and conceptual skills and the ability to think and plan strategically
  • Strong skills and experience in all aspects of programme development, including programme/project monitoring, review & evaluation.
  • Substantial experience of developing working relations with government, UN agencies INGO partners community stakeholders and beneficiaries
  • Fluency in written and spoken English and substantial experience in preparing projects proposals and reports to donors.
  • Excellent interpersonal, communication and presentation skills and commitment to capacity building of staff with proven skills as a trainer/facilitator and mentor.
  • Demonstrate skills in resource and staff management/development and the implementation of appropriate policies, procedures, and systems
  • Commitment to and understanding of Save the Children’s aims, values and principles.
  • Ability to be self-sufficient and resourceful.
  • Ability and willingness to travel to projects and stay in basic conditions.
  • Computer skills e.g.  Word, Power Point and Excel.
  • Significant professional experience of developing and managing high quality, innovative and cost-effective technical Health projects preferably in the Malawian context and with International NGOs;
  • Demonstrated experience working with and providing technical assistance to the Ministry of Health and other Government Ministries at national and subnational levels with an intimate understanding of the Malawi Health System.
  • Knowledge of current global, regional and country level health and/or nutrition discourses around maternal, new-born, child, adolescent health and emergency issues.
  • Demonstrated skills in resource and staff management and capacity development.
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching.
  • Strong results orientation, with the ability to challenge existing mind sets.
  • Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies.
  • Commitment to and understanding of Save the Children’s aims, values and principles.
