Luke International (LIN) is an independent non-governmental organization that has been working with the Government of the Republic of Malawi (GoM) in HIV and AIDS, TB and related health issues in the health sector to improve health information systems since 2009. LIN’s mission is to promote activities that increase local human capacity and technical competence for providing HIV and AIDS care and support to people living with HIV (PLWH) in Malawi. LIN is collaborating with the Ministry of Health, implementing partners, academic institutions, and hospitals in the northern, central and southern region, community-based organizations and international/domestic partners to provide ongoing technical assistance and implement health and information technology programs. LIN is currently supporting over 244 health facilities in Electronic Medical Records system deployment, maintenance and support. The following position is vacant:

 

 

1. Health Information System Officer (Nkhotakota).

Objective

The main objective of this role will be to ensure that electronic systems are deployed, well maintained and fully supported technically. The HIS officer will be required to make training programs in accordance with knowledge gaps in different facilities, liaise with the health facilities management for delivering effective training on computer knowledge. The following are some of the expected tasks for the officer:

Roles and Responsibilities

  • Provide continuous system support for all HIS applications which include point of Care systems, retrospective data entry systems, laboratory Information systems (LIMs) and civil registration and vital statistics systems (CRVS).
  • Deployment of applications alongside computing and networking hardware in health facilities. Provide end user training for the deployed applications.
  • Capacity building of healthcare workers on basic troubleshooting and incident reporting to minimize system downtime and prevent the violation of the Service Level Agreement.
  • Consolidating district deployed systems incidents from the helpdesk system regularly and facilitate the resolution of the issues.
  • Proactively monitor utilization of all deployed systems in the district and ensure that all the systems are used.
  • Develop monthly and quarterly work plans and share with management.
  • Collect database backups of deployed systems and ensure their safe keeping in office storage devices for disaster recovery operations.
  • Maintaining active communication with all users in supported sites to encourage utilization of systems.
  • Ensure good quality of electronic health data through monthly and quarterly data verification with manual registers and resolving of data discrepancies.
  • Ensure that all facilities are running updated versions of applications
  • Hardware replacement of worn hardware, quantification of hardware, and updating equipment status for the district.
  • Ensuring all sites have reliable power backup and network solutions.
  • Support and implement connectivity solutions as needed
  • Working with the Stores Manager by keeping an updated list of the location and state of hardware and supplies deployed at EMR sites.
  • Carry out preventive maintenance of the IT infrastructure to ensure optimal hardware performance
  • Perform data analysis of EMR data to understand utilization of deployed systems through the data trends.
  • Ensure that all reported issues are logged in the Helpdesk system and following-up on issues to
    ensure issues are resolved in accordance with the SLA.
  • Conduct new system versions pilot, gather end user feedback and compile comprehensive reports to inform further software development.
  • Build strong rapport with system users and district health management teams by organizing district review meetings with key stakeholders.
  • Any other duties assigned by supervisors from time to time.

Skills and Competencies

  • Good communication skills in both written and spoken English.
  • Excellent interpersonal skills and fast learner.
  • Demonstrated knowledge of linux operating systems.
  • Experience with DevOps technologies such as Docker (Deployment), Jenkins/CircleCl (Continuous Integration), ZeroMQ (Messaging) and Nginx (Load Balancing) will be an added advantage.
  • Good knowledge of server virtualization technologies.
  • Good knowledge of networking protocols such as HTTP, SSH, SCP, FTP and SMTP.
  • Sound knowledge of TCP/IP networks including configuration of network addresses. Sound knowledge of relational and no-SQL databases.
  • Awareness and sensitivity for Protection from Sexual Exploitation and Abuse (PSEA)

Minimum Requirements:

  • Bachelor of Science (BSc) or equivalent degree in Information Technology, Electrical/Electronic Engineering or related fields, with minimum two-three years’ experience in a similar role.
  • Strong knowledge in data communication, Linux configuration, electronics and computer hardware.
  • Excellent oral and demonstrated written communication skills.
  • Ability to work in a culturally diverse team and communicate with a wide range of audience (researchers, frontline health workers, government officials and NGO partners) in a clear, courteous and effective way.

 

 

Desirable Skills:

  • Past experience in supporting and maintaining large enterprise information systems
    Willing to provide knowledge transfer, to work with minimum supervision, work under pressure and meet deadlines.
  • Database management (SQL related), basic data analysis (descriptive statistics and analytical statistics) skills and basic knowledge of using data analysis software.
  • Knowledge of health sector, services, structures and players.

Work Condition:
