Bickia Enterprises

Bickia enterprises are budding companies in agribusiness (Bickia Horticulture Enterprises, with farms in Mchinji and Salima) and soon commencing operations in cement production (Bickia Cement). The two companies would like to employ the positions listed below all based in Lilongwe. The cement related positions are in anticipation of Bickia Cement obtaining a mining licence. The agribusiness company is already in operation.

Job Title:

Health and Safety Officer

Reports to:

Chief Executive Officer

Role purpose:

To be responsible for developing and promoting a positive Health and Safety culture within the Enterprise. To be responsible for the effective and efficient management of all Health and Safety, Fire Safety and Transport Safety matters, including policy implementation, monitoring and inspection, risk assessment, investigation and delivery of training.

Role and Responsibilities

 1)      Risk Assessment and Investigation:

·         Carry out risk assessments across the Enterprises and advise management and staff with risk assessment responsibilities.

·         Maintain a central register of risk assessments and ensure regular review as required.

·         Investigate and record incidents, accidents and near-misses, and report as appropriate.

·         Receive and manage external inspections from the Local Authority or other statutory bodies.

·         Ensure the completion and regular review of risk assessments for all work equipment and operations.

·         Ensure that all accidents are documented, investigated and recommended improvements implemented.

·         Ensure that safety inspections are carried out, fire drills and fire alarms are correctly reported, safety inspections, risk assessments and lone working procedures are managed and employees are aware of their responsibilities.

·         Establish a full programme of documented health and safety inspections, audits and checks.

2)      Policy setting, guidance and compliance:

·         Develop, review, implement and manage Health and Safety policies and procedures, ensuring that these are appropriate for purpose and meet legislative requirements and best practice.

·         Design and roll out a robust and compliant approach to all Health and Safety matters, with safe systems and processes in operation.

·         Ensure that policies are adhered to across the business through regular audit, inspection and other monitoring methods.

·         Provide advice and guidance to management and staff as required.

·         Ensure the Company meets statutory obligations in all areas pertaining to health, safety and welfare at work, including statutory training and reporting.s

3)      Supporting other ad hoc projects:

·         Oversee Health and Safety matters in connection with all exploration and production as well as all other business operations/project activities.

·         Oversee regular or ad hoc projects/events that present higher risk to management and staff, and work closely and collaboratively with staff overseeing such projects/events.

·         Assist in all Health and Safety issues relating to annual maintenance programme and strategic capital projects

 4)      Capacity building:

·         Keep up to date with all aspects of relevant health, safety & welfare at work legislation and communicate relevant changes to the business.

·         Establish a structured programme of health & safety training throughout the Company.

·         Liaise with external health and safety consultants in the provision of training programmes and health and safety services.

·         Ensure full and accurate health and safety and training records are maintained.

·         Manage and devise the agenda for, chair and formulate & distribute minutes for the Health and Safety Committee meetings. Ensure that all agreed action points are completed within deadlines.

 

Qualifications

  • Bachelor’s degree in public health, occupational health, industrial engineering, ergonomics or equivalent
  • A professional qualification n occupational health and safety is an added advantage.

Experience And Skills

  • Three years’ experience at officer level; or 2 years at officer level and 1 year at senor assistant level
  • Excellent understanding of occupational health and safety
  • Experience of handling of health and safety investigations
  • Experience of formulating, implementing and revising H&S policies and procedures
  • Experience of delivering Health and Safety training
  • Excellent analytical skills – the ability to analyse complex data and design and produce effective management information
  • Excellent planning, management and coordination skills, with the ability to organise a workload comprised of varying and changing tasks and responsibilities
  • Strong organizational and management skills including problem solving;
  • Strong business acumen and the ability to contribute to strategic decisions
