Inter Aide

CONTEXT

Inter Aide, an International NGO with headquarters in Versailles France, has been working in Malawi since 1992. The association is operating in the Central and Southern regions of Malawi by implementing programs in the areas of agricultural development, access to water and sanitation, maintenance of water points and community health.

Inter Aide, in collaboration with local partners and the Department of Animal Health and Livestock Department (DAHLD) from the Ministry of Agriculture, has developed over the last fifteen years an expertise on the implementation of community vaccinators networks allowing the vaccination of chickens against the Newcastle Disease to improve the nutrition and incomes of small-scale rural producers.

The current program operates in the districts of Lilongwe, Zomba and Phalombe and benefits more than 85,000 families. A new phase of the program, funded by the French Development Agency, will start in September 2023 and will aim at 1-supporting the government of Malawi to improve the production of I-2 vaccine and its quality control; 2-extending the network of vaccinators to 6 additional districts; and 3-supporting the Government of Malawi to improve the governance of the sector.

POSITION : HEAD OF PROGRAM – NATIONAL NEWCASTLE DISEASE CONTROL PROGRAM

The Head of Program will be responsible for the overall management and coordination OF NDCP program with all involved stakeholders (government, LNGOs, INGOs and the private sector).He/she will be responsible for:

  • The overall planning, implementation, monitoring and evaluation of the program,
  • Oversee the financial, administrative and logistical components of the program.
  • Recruiting, training and managing employees (coordinators, field facilitators, admin and support staff).
  • Establishing, together with the DAHLD, a project’s steering committee, a technical committee and a stakeholder’s coordination committee.
  • Prospecting for the establishment of the service in new districts, coordinating and accompanying the geographic deployment of project, including the collaboration with local communities and decentralized structures of the government, to identify and train new vaccinators and supervise the vaccine supply chain.

Preparing the sustainability of these services by contributing to:

  • Support the DAHLD to produce more doses of I-2 vaccine to meet the national demand, adopt and implement national strategic documents and coordinate Newcastle Disease interventions.
  • The gradual empowerment of community-based vaccinators structures in their operational, functional, and financial aspects (there are currently 8 associations with approximately 500 vaccinators in 3 different districts).
  • The development of the vaccine supply chain in the districts of intervention.

REQUIRED PROFILE

  • BSc or Master degree in veterinary sciences or agricultural development;
  • Knowledge and experience in at least 3 of the following areas: village poultry farming/ animal health/ deployment of agricultural services in rural areas/ agricultural commodity chains/ structuring of farmers organizations;
  • At least five years of previous similar professional experience;
  • Strong experience in team management;
  • Ability to delegate and diplomacy, ability to coordinate programs with government authorities;
  • Fluency in English (oral and written)
  • Driving license B
