SUSTAINABLE FISHERIES AQUACULTURE DEVELOPMENT AND WATERSHED MANAGEMENT PROJECT (SFAD-WMP)

The Government of Malawi has received financing from the African Development Bank toward the cost of the Sustainable Fisheries Aquaculture Development and Watershed Management (SFAD-WM) Project. The Department of Fisheries is expected to receive additional financing for the SFAD-WM project from the Global Environmental Fund (GEF) for Least Developed Countries Fund to implement the watershed management sub-component of the project and intends to apply part of the agreed amount for this grant to payments under the contract for Consultancy Services for GEF Technical Support Officer for the SFAD-WM Project for a period of Two (2) Years.

The services included under this project are:

i. Co-ordinate watershed management stakeholder engagement activities in consultation with the project coordinator

ii. Provide technical support to the PIU in the co-ordination of all downstream watershed
management activities especially with the district development plan (DDP) frameworks village development committees (VDC), village natural resource management committees (VNRMC) and beach village committees (BVCs)

iii. Support the day to day planning, implementation, monitoring and reporting of the watershed management activities

iv. Provides technical input for the design and execution of actions to achieve the expected results of the Watershed Management subcomponent of the project.

v. Prepare project progress reports, annual work plans, budgets, terms of references and other project documents

vi. Ensuring a high level of coordination and collaboration among participating institutions and organizations at the national and local levels especially community groups and extension service providers;

vii. Support in the preparation of project bid documents;

viii. Provide support in the administration and assuring compliance of contracts, including timely reporting;

ix. Coordinate watershed management operations with value chain actors, community groups on natural resource management such as conservation of spawning grounds, regeneration of degraded areas, river bank restoration

x. Facilitate linkages and partnerships between the value chain players, financial institutions and insurance providers;

xi. Engage the climate change community on disaster risk and blue economy initiatives with
sensitization and communication tools for building resilience

xii. Support the operationalization and replenishment of the blue economy trust fund and insurance schemes for climate related disasters and support to community groups and reclamation programs

xiii. Support in the resource mobilization for the implementation of the watershed management and climate change resilient activities

xiv. Perform any other duties and tasks as delegated by the Project Coordinator.

The Ministry of Natural Resources and Climate Change, Department of Fisheries now invites eligible Individual Consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services and should clearly demonstrate their qualifications, skills and experience as a GEF Technical Support Officer.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” dated October 2015 revised August 2020, which is available on the Bank’s website at http://www.afdb.org.
