Finance Officer (Decentralised Financial Management)

Improving Secondary Education in Malawi (ISEM II) programme is EDF11-funded programme whose overall objective isto provide young people with more equitable opportunities for completing good quality secondary education and development skills. More specifically, the project addresses areas of equitable access, quality and relevance and governance and management of secondary education.

ISEM II programme intends to recruit a Finance Officer and two (2) drivers to support ISEM II Programme Estimate activities in Lilongwe and across Central East, Central West, Northern, South East, South West and Shire Highlands Education Divisions. The postswill be based at the ISEM II TA Project, Ministry of Education, Lilongwe and successful candidates will be offered contracts for 12 months.

Position 

To provide support to Division Managers, District Education Managers, Cluster Centre School Managers and School Head Teachers in planning, implementation and reporting decentralised financial management operations with strict adherence to EDF regulations.

Roles and responsibilities

  • Conduct orientation and mentoring sessions for Division Managers, District Education Managers, Cluster Centre School Managers and School Head Teachers in budgeting, procurement and reporting.
  • Provide support to Division Managers, District Education Managers, Cluster Centre School Managers and School Head Teachers in planning and budgeting for capacity building activities under ISEM II.
  • Review budgets submitted by Division Managers, District Education Managers, Cluster Centre School Managers and School Head Teachers to ensure compliance with format and EDF regulations.
  • Submit reviewed budgets for authorisation by the Imprest Accounting Officer and Imprest Administrator.
  • Ensure funds for capacity building activities are disbursed to Division Managers, District Education Managers, Cluster Centre School Managers and School Head Teachers.
  • Monitor use of funds for capacity building activities by Division Managers, District Education Managers, Cluster Centre School Managers and School Head Teachers.
  • Ensure up-to-date and accurate records of financial operations for capacity building activities are maintained by Division Managers, District Education Managers, Cluster Centre School Managers and School Head Teachers.
  • Review expenditure reports submitted byDivision Managers, District Education Managers, Cluster Centre School Managers and School Head Teachers, ensuring compliance with approved budgets, reporting format and presentation of supporting documentation andEDF regulations.
  • Provide feedback, follow up and resolve identified gaps in expenditure reports submitted by Division Managers, District Education Managers, Cluster Centre School Managers and School Head Teachers.
  • Submit reviewed and complete expenditure reports for authorisation by the Imprest Accounting Officer and Imprest Administrator.

Essential qualifications, skills and experience

  1. Degree in Accounting or equivalent
  2. Knowledge of Word, Excel and Outlook
  3. Strong communication skills both spoken and written English
  4. Five years’ experience in accounting or financial management
  5. Previous work experience working with donor-funded projects will be considered a strong asset
  6. Familiarity with EU/EDF programme and operating procedures will be considered an asset
  7. Dynamic and self-driven
