FINANCE MANAGER

The Smallholder Farmers’ Fertilizer Revolving Fund of Malawi (SFFRFM) is inviting applications from suitably qualified candidates of Malawi origin to fill the position of Finance Manager tenable at its Head Office, at ULIMI House in Blantyre. The Finance Manager will be reporting to the Director of Finance.

The overall responsibility of the Finance Manager will be to promote prudent and efficient financial management and accounting practices for the management, allocation and proper utilization of financial assets and resources in accordance with the strategic objectives and goals of the Fund.

a) Key Duties and Responsibilities

  • Provide supervisory financial leadership to the Fund to ensure that it achieves its objectives.
    Guide and implement all aspects of the Fund’s financial management and accounting functions.
  • Co-ordinate, direct and supervise the implementation of a budgetary planning and control system.
  • Accurately report the financial status of SFFRFM and to measure actual expenditure against approved budgetary allocations.
  • Prepare timely monthly, quarterly, and annual audited accounts to Strict deadline in line with the Public Finance Management Act.
  • Take lead of consolidating the Fund’s budget and forecasts and ensure that quarterly budgetary reviews take place and annual stock taking exercises are timely conducted.
  • Ensure adequate and effective internal controls, procedures and processes are in place to prevent fraud, theft and abuse of the Funds’ resources and assets.
  • Participate in the formulation, preparation and implementation of the Fund’s corporate strategies, business plans and goals.
  • Negotiate with financial institutions within and outside the country in order to facilitate financing with appropriate instruments.
  • Initiate investment decisions in line with corporate strategy and manages corporate risks.
  • Monitor the performance of the Fund’s investment programs/projects to ensure optimum returns.
  • Answer to queries on all financial matters.
  • Coordinating operations of Financial Accounting Department to ensure efficiency, effectiveness in and accountability of revenue and expenditures transactions including project funds and timely production of reports.
  • Monitoring and controlling expenditure in-line with the approved budget.
  • Overseeing the processing of salaries, advances and all other payments including statutory obligations. Review effectiveness of internal financial controls.
  • Enforcing implementation of internal financial controls and recommend improvements where necessary.
  • Monitoring the Fund’s cash flow and bank balances. Consolidating, monitoring, and reviewing divisional annual budgets.
  • Preparing statutory  in statutory Financial Statements accordance with international accounting standards. Providing information and assistance to internal or external Auditors in times of audit activities.
  • Maintaining SFFRFM’s fixed assets register. Allocating work and appraising accounting staff.

b) Qualifications and Experience

  • A Masters’ degree in Accounting or Finance or Business Administration from a reputable university. A Bachelors’ Degree in Accounting or Finance obtained from a reputable University with 10 years post qualification experience in Accounting and Finance.
  • Five years work experience in a senior management position in a reputable commercial organisation.
  • Must be a qualified Accountant (Certified Public Accountant-Malawi) a registered member of ICAM or member of the Association of Chartered and Certified Accountants (ACCA), or Certified Management Accountant (CIMA) with five years’ post qualifying experience.

c) Skills and Personal Attributes

  • Good knowledge of financial and management accounting.
  • Proficient skills in Microsoft Office (MS Word, Excel and Power Point).
  • Strong analytical, interpersonal and organizational skills.
  • Working knowledge of accounting packages.
  • Ability to multi-task and meet deadlines.
  • Ability to work in a team with leadership skills for coaching and developing employees.
  • Mature and good communicator with adequate negotiating skills.
  • Good understanding of Financial and stock Management issues
  • Understanding of the Public Finance Management Act, Public Audit Act and Public Procurement Act.
  • Ability to coordinate and cooperate within interdisciplinary teams.
  • Clear understanding of the business environment of the industry
  • Be self-starter, effective team player and demonstrated verifiable result-oriented track record.
