Public Procurement & Disposal of Assets Authority (PPDA)

The Public Procurement & Disposal of Assets Authority (PPDA) was established by an Act of Parliament to regulate the procurement and disposal of Public Assets in Malawi. PPDA mission is to provide a professional, efficient, and effective regulatory, monitoring and oversight function on all public procurement and disposal matters. To accomplish its mission, PPDA is inviting applications from suitably qualified and experienced candidates to fill the following vacant position.

Job Title: Finance Manager
Grade: PPDA 4
Department : Finance
Location: PPDA Offices, Lilongwe

Purpose of the Job

Reporting to the Director of Finance, the Finance Manager will be responsible for preparing, developing, and analyzing key financial information to ensure that Management makes well-informed decisions to ensure future stability, growth and profitability, as well as taking the lead in terms of budget preparation and monitoring.

Key Duties and Responsibilities

Specifically, the Finance Manager will be required to perform the following duties and responsibilities.

  • Preparation of monthly management accounts and annual statutory financial statements
  • Monitor and control revenue accounting processes and advise on any deviations and overruns and flexing of budgets.
  • Prepare cashflow forecasts and formulate measures to address cash inflow deficits.
  • Prepare and consolidate annual budgets whilst monitoring and controlling expenditure patterns of the Authority.
  • Maintain good working relationship with the Authority’s stakeholders including, Government, Clients, and Banks during business dealings.
  • Prepare periodic financial reports and analyze variances for submission to management.
  • Review and maintain sound financial and accounts management systems.
  • Monitor and control expenditure to ensure adherence to budget policies, systems and procedures and advise management and stakeholders on financial matters.
  • Ensure that all statutory obligations are met as they fall due, e.g. salaries, taxes, Pension contributions, licenses, subscriptions.
  • Approve all batches before they are posted in the accounting system.
  • Oversee the preparation of General Ledger Account reconciliations.
  • Facilitate and monitor bank transfers and payments.
  • Ensure that debt collection is up-to-date and payment to creditors is done in a proper manner.
  • Lead in the preparation and implementation of internal and external audits.
  • Any other duties assigned from time to time.

Qualifications and Experience

  • Applicants must have a bachelor’s degree in accounting or commerce (Accounting) and must be a qualified Accountant with ACCA or CIMA with a minimum of five (5) years post qualification experience of which 3 years should have been at supervisory level.
  • Must be a member of ICAM.

Requisite Knowledge, Abilities and Skills

  • Ability to manage an accounting office.
  • Ability to work under pressure.
  • Strong analytical and interpersonal skills.
  • Demonstrated ability to meet deadlines in terms of financial reporting.
  • Strong organizational skills, versatility, ability to multi-task and meet deadlines.
  • Excellent communication skills (oral and written).
  • Strong knowledge of Public Financial Management Act 2022 and Public Audit Act.
  • Strong knowledge of Public Sector Accounting Systems and Procedures.
  • Strong knowledge of International Financial Reporting Standards.
  • Strong knowledge of working with donor funded projects i.e., World Bank.
  • Ability to work as a team member with leadership skills for coaching and developing employees;
  • Membership of a professional body like ICAM is a must for this position.
  • Comprehensive knowledge and hands on experience with accounting package, such as SAGE 300 ERP
  • Sound and in-depth knowledge of Financial Accounting, Financial Management, and Taxation Law of Malawi.
  • Computer literacy
