The AFRICAN UNION SPORTS COUNCIL REGION 5 is one of the five Regions of the African Union Sports Council (AUSC) (Yaounde); the sports arm of the African Union, once the Organisation of African Unity. Its headquarters are in Gaborone, Botswana. The AUSC Region 5 is a grouping of ten (10) countries in Southern Africa, namely: Angola Botswana Lesotho Eswatini Malawi Mozambique Namibia 5 South Africa Zambia Zimbabwe. The main aim of the AUSC is to use sports to achieve peace, integration and unity in Africa; This primarily entails using sport as a vehicle of encouraging people to develop and come together, irrespective of colour, economic and political status, class or gender.

Malawi has been given the mandate to host the AUSC Region 5 youth games scheduled for December, 2022 in Lilongwe. The Local Organizing Committee for these games has been constituted and is therefore looking for mature, ambitious, result oriented and professionals with respect to work ethics to fill the following vacant positions tenable in Lilongwe for a contract period of 6 to 10months.



FINANCE AND INVESTMENT MANAGER (1 Position Tenable at Bingu Stadium in Lilongwe)


  • Professional qualification in the field of Finance (preferably CIMA,or ACCA), or at least a first degree in accounting or related area.


  • At least 5 years post qualification experience at management level of which at least 3 years should have been in a senior management position.
  • Experience in Pastel computerized accounting packages Finance or Business Management/ Administration/Studies obtained is essential.

The Finance and Investment Manager shall manage, organise and control the LOC’s financial resources and procurement functions in conjunction with the Finance and Investment Committee and advise on the appropriate strategies for the effective and efficient delivery of these functions.

Overarching Responsibilities

The Finance and Investment Manager shall:

  • Coordinate the preparation and execution of the LOC budget submit their applications, copies of certificates and their updated and authorize expenditure against approved budgets;
  • Manage, organize and control the LOC’s accounting and financial management and answer audit and other queries where necessary;
  • Draw out financial and other operational strategies, plans, policies and procedures and regulations that will guide the implementation of the LOC’s strategic goals and objectives and periodically update them;
  • Manage the implementation of all the relevant policies and rules and regulations as approved from time to time;
  • Recommend credit periods, credit payments and debt collection periods
  • Establish and oversee credit control procedures to ensure that the LOC receives debts due to it timeously;
  • Authorize petty cash;
  • Ensure proper execution of all finance related policies and rocedures;
  • Ensure production of periodic finance related reports and updates to the CEO, LOC Board and ROC;
  • Maximise returns in surplus funds and minimize overheads costs;
  • See to the achievement of the mandated return on assets;
  • Manage bank accounts and the LOC’s investment funds;
  • Advise the CEO and, where necessary, the LOC Board on all accounting and financial matters;
  • Provide accurate, timely and relevant information for effective decision making by the CEO, Senior Management and/or the LOC Board and its structures;
  • Be signatory to all LOC bank accounts;
  • Attend LOC Board meetings as in attendance; and
  • Attend LOC committees meetings when so invited.
