Bickia Enterprises

Bickia enterprises are budding companies in agribusiness (Bickia Horticulture Enterprises, with farms in Mchinji and Salima) and soon commencing operations in cement production (Bickia Cement). The two companies would like to employ the positions listed below all based in Lilongwe. The cement related positions are in anticipation of Bickia Cement obtaining a mining licence. The agribusiness company is already in operation.

 

 

Job Description
Job Title:

Environmental Safeguards Officer

Reports to:

Chief Executive Officer

Role purpose:

To develop and oversee environmental, social and corporate governance policies and procedures, as well as review and appraise proposed investments for compliance with environmental, social and governance requirements. To formulate compliance and risk mitigation recommendations for action. To monitor the environmental, social and governance performance of operations; implementation of grievance redress mechanism and complaints register and stakeholder safeguards capacity development and training as well as the safeguards monitoring and reporting systems roll out.

Role and Responsibilities

 Environmental and Social Impact Assessments

  • Identify and assess social and environmental impacts of the plant and its area of influence; evaluate alternatives; consider appropriate avoidance, mitigation, management, and monitoring measures; address all relevant issues;
  • Identify all key potential social and environmental impacts and risks of a project and ensure that their magnitude and significance are well understood;
  • Environmental and Social Management Framework (ESMF) Implementation support:
  • Review and update project Environmental and Social Management Framework (ESMF);
  • Support in co-ordination, management and implementation of environmental safeguards in compliance with Social and Environmental Standards;
  • Support in the development and rolling out of a safeguards monitoring and reporting system against the ESMF provisions;
  • Advise in the co-ordination of the implementation of social audits for all plant projects;
  • Support the Enterprise to ensure that safety and health concerns of workers and the general public are addressed during all exploration and production works;
  • Support to ensure the timely and accurate consolidation of ESMF related information of each sub-project prior to submission for bid documentation preparation;
  • Establish the budget required to implement the ESMF requirements.

Role and Responsibilities

 1)      Environmental and Social Impact Assessments

3)      Develop the ESMP and Establish a Grievance Redress Mechanism:

·         Develop the plant grievance redress/feedback mechanism and design the complaints register using an established methodology;

·         Co-ordinate the formation of Grievance Redress Committees before the commencement of exploration or production or any identified potentially impactful activities to resolve issues;

·         Act as the focal point on Grievance Redress and facilitate the resolution of issues while supporting the establishment and training of a selected focal person;

·         Create awareness of the Grievance Redress Mechanism amongst all stakeholders through public awareness campaigns; and support dissemination of information to the concerned local communities as proposed in the framework;

·         Develop a system to document information on grievances and redress and progress for monthly/quarterly reporting.

 4)      Support in the coordination of training and awareness raising activities:

·         Support the identification of the capacity and training needs of all responsible parties regarding social targeting principles, undertaking periodic audits of all sub-project files and ensure that the required training is provided;

·         Advise on the co-ordination of delivery of training on ESMF related issues including environmental health and public safety and requirements for workers and other relevant stakeholders in the field.

·         Provide internal and external clients with capacity building on ESG related topics by designing and piloting information sharing schemes;

·         Report on and disseminate good practices and generated knowledge.

·         Ensure that all internal stakeholders in the Enterprise understand applicable safeguard policies, guidelines and project-specific requirements, and have the necessary commitment and capacity to manage social and environmental impacts and/or risks adequately;

 5)      Delivery of safeguards

·         Co-ordinate and manage delivery of the safeguards;

·         Provide technical expertise on key issues related to environmental and social impact assessment and on sustainability risks in the company’s operations taking into consideration best industry practices and standards;

·         Manage and conduct environmental and social safeguard due diligence of new investment proposals;

·         Design and incorporate effective and feasible safeguard plans and project measures to avoid, minimize, and mitigate the adverse environmental and social impacts, and draft relevant project processing documentation;

·         Supervise projects to ensure implementation of mitigation measures;

·         Conduct consultations with stakeholders in accordance with relevant policies and guidelines;

 

Qualifications

  • Bachelor’s degree in engineering, environmental management, environmental sciences, social sciences, industrial economics, development administration, or relevant field
  • A professional qualification in these specialisations is an added advantage.

Experience And Skills

  • Three years’ experience at officer level; or 2 years at officer level and 1 year at senor assistant level in manufacturing, agribusiness or infrastructure.
  • Experience in identification of environmental/social risk and issues and develop mitigation measures to ensure compliance with good international industry practice in social and environmental standards and impact assessment in an international development context
  • Technical background and experience in developing safeguards in for agriculture, land use and management projects;
  • Knowledge of human rights (including human rights-based approach and human rights impact assessment);
  • Demonstrated knowledge of cultural heritage (including chance find procedures, physical and intangible cultural resources);
  • Excellent analytical skills – the ability to analyse complex data and design and produce effective management information
  • Excellent planning, management and coordination skills, with the ability to organise a workload comprised of varying and changing tasks and responsibilities
  • Strong organizational and management skills including problem solving;
  • Strong business acumen and the ability to contribute to strategic decisions
