ENVIRONMENTAL HEALTH AND SAFETY (EHS) SPECIALIST- NON-ESTABLISHED-12 MONTHS

INTRODUCTION
Government of Malawi (GoM), through BWB and BCC, with financial support from the International Development Association (DA), intends to implement the Blantyre Water and Sanitation Project (BWSP). The BWSP will run from March, 2023 to March, 2028. The project interventions are therefore expected to contribute to improved access to water and sanitation for the residents of Blantyre, thus improving the city’s health outcomes and quality of life, and enabling the business environment for its residents and BWB and BCC.

Blantyre Water Board (BWB), which is the main implementing agency, intends to recruit the services of the following specialist:

ENVIRONMENTAL HEALTH AND SAFETY (EHS) SPECIALIST

The EHS Specialist will be directly reporting to the Project Implementation Unit (PI) Manager and will work in close collaboration with the Safeguard Officers of BWB as part of capacity building.

Specifically, the EHS Specialist will perform the following duties:

•Review the project related documentation to better understand the implications of the project on the environment.
•Collaborate with relevant National Authorities in charge of environment and World Bank safeguards team to ensure implementation of environmental safeguards, including preparation (where necessary) and implementation of project specific Environmental and Social Management Plans (ESMPs), Contractor Environmental Management Plans (CEMP), Environmental and Social Impact Assessment (ESIAs)
and Environmental Social Management Framework (ESMF) is in conformity with Government of Malawi and World Bank requirements.
•Oversee development and monitor implementation of Contractor environmental management plans, development of code of conduct for the workers, Environmental Health and Safety regulations for workers, rehabilitation, and management of various sub project sites.
•Support the development, maintenance and operation of the Environmental and Social Safeguards compliance monitoring system including reporting progress of
implementation of Environmental Safeguards.
•Assist in preparation of Stakeholder Engagement Plans in line with stakeholder engagement analysis/strategy prepared for this project and coordinate stakeholder
engagement and public consultations, with necessary attention to the vulnerable and marginalized, on all sub-projects and ensure that the views of stakeholders are collated, documented adequately integrated in the implementation of environmental and social safeguards activities.
•Support the collection, analysis and utilization of environmental safeguards information in all the project subcomponents.
•Support preparation of periodic project progress reports with adequate input on project performance on environmental safeguards.
•Ensure adequate environmental safeguards records and documentation are kept (including photographs,) of works and sub projects and adequate documentation of stakeholders’ consultations and land affirmations.
•Assist in developing ToRs for the Environmental and Social Assessment studies (including ToRs for RAPs, ESMPs) for specific BWSP sub projects.
•Carrying out periodic inspections of the project subcomponents to ensure ESHS compliance.
•Generate specific out puts (deliverables) as determined from time to time in the respective projected work plans for each quarter.
•Provide on-site support to consultants or design agencies involved in preliminary resettlement studies or preparation of Resettlement Action Plans.
•Review ESMPs, and draft Resettlement Action Plans.
•Facilitate integration of relevant cross-cutting environmental issues including gender, climate change and HIV and AlDS.
•Ensure enhancement of the role of implementing institutions and local communities in monitoring environmental compliance dimensions during implementation of the project ESMPs.
•In collaboration with team members of the P and relevant national authorities, organize and conduct training workshops, in accordance with the capacity building plan, on environmental safeguards and any related issues including building capacity of implementers and all relevant stakeholders in implementing, monitoring and reporting environmental safeguards.
•Collaborate with the Social Development Specialist to ensure a cohesive approach to environmental and social risk management.
•Plan for and carry out the necessary coordination activities for environmental activities and perform related field work as required and submitting clear and concise written reports based on field inspections or regular monitoring.
•Participate as necessary in the other functions such as administration and finance, procurement, project implementation, monitoring and evaluation, communication information and outreach to ensure that environmental safeguard issues are mainstreamed in the project; and
•Perform other tasks and responsibilities related to environmental issues as required by the PI Manager.

PROFESSIONAL QUALIFICATIONS AND EXPERIENCE

The candidate should meet the following minimum qualifications:

•The Specialist must be a holder of at least a Master’s Degree in Environmental Sciences or Natural Resources Management.
•Have 10 years of progressive experience in environmental safeguards management in World Bank or other donor funded infrastructural projects.
•Experience with public sector will be an added advantage.
•Have thorough working knowledge of World Bank Environmental and Social Standards, Environmental and Social Framework, Environmental and Social Standards, the World Bank Group Environmental, Health and Safety Guidelines, Environmental Health and Safety requirements and relevant national legislation on the Environment sector.
•Have excellent oral and written communication skills with ability to dialogue and interface with communities, contractors, implementing agencies and other sector players.
•Have strong organizational skills and highly motivated with a positive attitude and energy.
•Excellent team player with client orientation, and a strong track record of delivering highly quality service within budget.
•The candidate should be able to demonstrate a comprehensive understanding of more advanced aspects of environmental sciences, natural resource management and any other related disciplines.
•Demonstrate ability to facilitate implementation of Environmental Safeguards, including facilitating the preparation of Environmental and Social Management Plans (ESMPs), Environmental and Social Impact Assessment (ESIAs) and, Environmental Social Management Framework (ESMF).
•Strong command of key softwares (Word, Excel, PowerPoint, database systems, etc.)
•Excellent communication skills in English and Chichewa (verbal and written).
