Malawi Energy Regulatory Authority (MERA)

A. INTRODUCTION AND BACKGROUND

The Malawi Energy Regulatory Authority (MERA) was established under the Energy Regulation Act No 20 of 2004 with the mandate to regulate the energy sector in Malawi in a fair, transparent, efficient and cost-effective manner for the benefit of consumers and operators.

An opportunity has arisen to engage qualified persons of Malawian origin to fill positions of Human Resource and Administration Manager, Senior Renewable Energy Regulation Specialist, Senior Fuels Regulation Specialist, Economic Regulation Specialist, Procurement Officer and Assistant Procurement Officer tenable at MERA Head Office in Lilongwe. Management therefore invites applications from suitably qualified candidates to fill the six
(6) positions on permanent basis.

B. POSITIONS

Post: ECONOMIC REGULATION SPECIALIST

Grade : M5
Reporting to : Senior Economic Regulation Specialist
Responsible for : N/A

Purpose of the Job

To ensure development and maintenance of a favourable business environment for the energy sector conducive for open and fair competition among operators and consumers.

Key Duties

a. Implementing and monitoring short-term and long-term economic strategies for energy regulation.
b. Reviewing and analysing proposals for tariff and price adjustments.

c. Developing, Implementing, and maintaining licensing criteria / guidelines on economic aspects.
d. Undertaking economic evaluation in respect of licence applications and monitoring compliance.
e. Enforcing economic mechanisms to facilitate smooth entry of potential investors, eliminating monopolistic tendencies in the sector and
promoting open and fair competition for investors to operate profitably without compromising on quality of services.
f. Implementing economic monitoring mechanisms to ensure that all players in the sector comply with standards set by the Authority.
g. Liaising with Government of Malawi and other stakeholders and representing the Authority on economic matters relating to the energy regulation.
h. Conducting economic regulatory audits, investigations and surveys in the energy sector and recommending appropriate actions to the superiors.
i. Monitoring and evaluating the economic efficiency and performance of energy operators in respect of agreed key performance indicators.
j. Collecting and compiling data on economic indices, consumer statistics and associated demand profiles for consumers’ information.
k. Identifying and proposing appropriate incentives for efficiency and improvements in the provision of services by licensees.
l. Representing the Authority at meetings.

Minimum Education Qualification and Experience

The ideal candidate for the position must:

a. Have a Bachelor’s Degree majoring in Economics.
b. Have at least three (3) years relevant work experience.
c. Demonstrate knowledge of the energy sector. Membership with relevant professional body will be an added advantage.

Competences and Personal Attributes

The ideal candidate for the position must:

a. Be a team player with high level of integrity.
b. Excellent communication skills.
c. Be results oriented and be able to work under pressure and during odd hours.
d. Be decisive, self-motivated and assertive.
e. Be conversant with Microsoft packages.
