Job Description
The District Program Manager serves as the manager of the district-based team and oversee the planning, implementation, and monitoring of HIV programs in the district. The manager ensures effective coordination, resource allocation, and service delivery to achieve program goals, in line with UNAIDS 95-95-95 goals. He/she will provide technical support to DHMT, RTC and DHO clinical staffs to strengthen provision of multidisciplinary family-focused HIV/AIDS prevention; Care and Treatment at district, facility and community level in RTC supported districts. The District Programs Manager with district team and in close collaboration with MOH/DHO service providers, is accountable to achieve district specific PEPFAR targets and ensure HIV service delivery meet MOH, Right to Care (RTC) and PEPFAR required standards.
Job Responsibilities include the following, but not limited to:
Leadership
· Provide district level oversight for implementing components of the CDC Care and Treatment grant at district, facility and community level in supported districts to advance the UNAIDS 95/95/95 goals including support of HIV testing initiatives.
· Lead teams with members from both within RTC and DHO, as well as other stakeholders to ensure projects’ objectives are achieved, including team members that are not the project’s direct reports.
· Coordinate with other implementing partners to ensure good collaboration and synergy in understanding and addressing identified gaps through coordinated efforts on interventions to address them.
· Leads in district data review meetings to track project indicators and achievement against the project targets
Synthesizes information on financial management supporting the districts monthly budget forecasts
Provides oversight on district fleet management and uses the Car records to improve efficient and effective use of district logistical resources
Representation
- Represents RTC at the District. Serves as the RTC interface with District Health Authorities
- Routinely coordinates with the DHSS office to support partner coordination meetings through district level partner’s forum under the district council, or other related forums or committees
- Actively participate in the regular quarterly DEC (District executive Committee) meetings, share progress of the project to the DEC members.
- Actively participate in district level HIV and other health related initiatives and program implementation.
- Serve as member of the district level partners forum and other relevant groups including working groups or subcommittees.
- Lead the coordination and collaborative efforts with the CHAM institutions in the district to ensure smooth engagement and practical expectations from them
- Facilitates collaboration and communication across RTC district team members by enhancing all formal communication approaches within the RTC organization.
- Actively participate in district level HIV and other health related initiatives and program implementation
Project Implementation – Clinical Service Delivery
- Supports DHMTs and facilities with health systems strengthening activities as needed.
- Through a team of District Clinical Officers, Nurses, the DPM oversees technical assistance to the district to provide HIV services to ensure sustained epidemic control and achievement of the National Strategic Plan and PEPFAR goals
- Supports the District technical staff in supervision of site-based staff in high volume facilities to ensure improved quality of care and case management.
- Provides direct clinical care to complicated cases as needed especially in the assessment of clients requiring third line ART within the district; provide mentorship and supportive Technical Assistance to HIV Care and Treatment sites (Health Centers) in the district.
- Support the implementation of NCD screening and management in all sites in the districts
- Serves as District Technical lead for activities implemented across all program areas
- Closely work with the district DHMT and extended DHMT in quality improvement interventions /activities.
Capacity Building
- Identifies capacity building needs and develop capacity building plans with the DHMTs and health services providers in the targeted health facilities.
- Identifies knowledge and skills gaps within the team and organizes or recommends capacity building sessions or MOH formal trainings.
- Conduct regular supportive supervision and mentoring of RTC and MOH staff for HIV services along the continuum of care
- Provide technical support and input to the direction of clinical team meetings at district level.
- Mentor and foster professional growth among staff members mainly the district clinical team to further develop their clinical mentoring and program management skills
Monitoring and Evaluation for Program Improvement
- Works with District SIE Officer to review data trends in visualization platforms and implement course changes for program improvement.
- Tracks the Annual Work Plan to support monthly and quarterly program activity implementation ensuring the activities are delivered on time
- Track the district team’s performance through continuous performance appraisal.
- Compile and submit program implementation reports monthly, quarterly and as needed.
- In collaboration with the in-country RTC team, DHOs and other partners, assist in documenting experiences, best practice, lessons learnt and success stories across program.
Team Management
- Foster a dynamic team to ensure harmonious working relationships and service delivery; and ensure programs meet required standards of technical and operational excellence
- Perform any other duties as may be assigned by the Deputy Chief of Party from time to time.
Knowledge, Skills and Abilities
- Excellent communication and writing skills
- Track record of the ability to work independently and as part of a multidisciplinary team
- Excellent collaboration and partnering skills in a teamwork environment
- Ability to manage multiple priorities and projects while working as part of a team
- Good interpersonal, verbal, written and communication skills.
Required Qualifications
- Health Science degree; or BSC in Nursing. A post graduate degree will be an added advantage
- Certification in Project Management will be an added advantage
- Experience in HIV/AIDS Clinical Management.
- Proven ability to write high quality scientific/management documents
- Good computer skills, particularly MS Word, Excel and PowerPoint
Experience:
- At least 5 years of proven experience in HIV and TB-project management of public health programs preferred
- Proven experience in the development of quality improvement / quality improvement tools and -systems in developing countries
- 5 – 10 years of clinical work experience in ART, PMTCT and pediatric HIV care, TB and STI and maternity
- Proven record of managing teams in the district for service delivery and monitoring up to 50% of the time.
