District Health Planning and Strengthening Manager

Project Overview and Role:

 

 Primary Duties and Responsibilities:

The MOMENTUM Tiyeni District Manager leads the implementation of the project in the assigned district, ensuring quality and progress towards the achievement of agreed upon results. S/he provides programmatic and managerial leadership to the MOMENTUM Tiyeni project staff based in the designated district and is primarily responsible for the development, management and monitoring of implementation plans at the district level under the guidance and support from the District Health Planning and Strengthening Advisor.

Technical Leadership

  • Serve as the MOMENTUM Tiyeni project focal point person in the district and team leader for the district-based MOMENTUM Tiyeni project staff and provides them supervision, coaching and mentoring support.
  • Work in collaboration with the District Health Planning and Strengthening Advisor and the extended DHMT to ensure collaborative development and tracking of district-specific evidence-based prioritized workplans in line with overall local council’s District Implementation Plan (DIP), other district partners’ plans, national priorities, USAID priorities and any other emerging issues.
  • Support the DHMT in strengthening integration of services at facility and community levels through various service delivery models including Integrated Family Health Outreach Clinics.
  • Support the DHMT to scale up and ensure saturation of facility and community Maternal Health/Malaria in Pregnancy, Newborn and Child Health, Family Planning/Reproductive Health, Adolescent and Youth, Nutrition, Quality Improvement, Gender and Social Inclusion, Demand Generation and Community Engagement interventions in the designated district.
  • Support the DHMT to identify quality improvement performance gaps and facilitate institutionalization of Quality of Care and capacity building approaches (performance improvement, integrated supportive supervision, coaching, mentoring) in the designated district.
  • Participate in DHMT scheduled supportive supervision visits, quality of care assessments and collaborative learning sessions.
  • Work closely with the MEL district and central teams to ensure quality capturing, documentation, management and reporting of program data.
  • Ensure sharing and use of program data to support evidence-based decision making in planning, implementation, monitoring and evaluation of all project interventions.
  • Facilitate timely submission of all reports from the designated district to the central level teams (technical, finance, MEL)
  • Work with DHMTs and HMIS officers, MOMENTUM Tiyeni MEL team as well as facility staff to identify TA needs to improve the quality of DHIS2 data.
  • Supervise and monitor the implementation by consortium partners within the district, ensuring adherence to quality standards and alignment to project scope.
  • Proactively build and maintain relationships and networks with local government, USAID- funded projects, other implementing partners, and other district-based stakeholders to facilitate smooth collaboration and avoid duplication/overlaps in implementation of interventions.
  • In liaison with DHMT, coordinate and facilitate district level multisectoral periodic program planning and progress review meetings involving various partners to monitor progress on MNCH, FP/RH, Nutrition, Adolescent and Youth, Quality Improvement and Gender indicators; summarize and analyze facility and district data to measure progress, identify gaps and develop strategies to resolve them.
  • Contribute towards district resource mobilization and strengthening linkages with other organizations in the district to leverage additional resources and enhance coordination.
  • Contribute to the project annual work planning and project strategic progress review meetings.
  • Compile monthly and quarterly district progress reports which will contribute to MOMENTUM Tiyeni project quarterly and annual reports.
  • Work in collaboration with MEL and Communication teams to document and share within the district achievements for the project including lessons learnt and best practices.
  • Ensure strong collaboration with designated DHMT focal person for MOMENTUM Tiyeni to facilitate effective coordination and implementation of planned activities.
  • Provide oversight support on infrastructure improvement efforts in liaison with the project Resident Engineer, DHMT and DEC representatives.
  • Ensure quality implementation of project activities to the optimal expected standards and proactively documented and address any concerns thereof to the District Health Planning and Strengthening Advisor and Deputy Chief of Party.
  • Ensure effective collaboration with MOMENTUM Tiyeni central technical advisors and the other district managers in scheduling of activities.
  • Coordinate hosting and guide implementation of site visits by project leadership, USAID, and government.
  • Represent the project at the district level including regular interface with the District Health Management Team, district assembly and district executive committee to ensure close coordination with these entities.
  • Perform other duties as assigned by the MOMENTUM Tiyeni District Health Planning and Strengthening Advisor to advance efforts of the project.

Administrative Management

  • Day-to-day management of the district office operations including administrative and financial processes.
  • Ensure compliance to the organization’s guidelines and requirements in all finance and operations processes.
  • Supervise project staff and manage HR processes in the district project office in liaison with the District Health Planning and Strengthening Advisor and HR Manager at the central office.
  • Ensure safe and efficient project resources and assets.
  • Ensure prudent management of district workplan budgets and project expenditures in liaison with the District Health Planning and Strengthening Advisor and central finance team.

 

Required Qualifications:

  • Bachelor’s degree in nursing, Medicine, Public Health, or a related field.
  • At least 5 years’ experience working closely with the health sector at district level supporting government and non-governmental organizations deliver integrated essential health services, with 2 years management experience.
  • Experience working in maternal, neonatal, child health, and family planning strongly preferred.
  • Familiarity with Government of Malawi priorities and evidenced-based practices aimed at improving the quality of and access to health services.
  • Health systems oriented and strong understanding of government systems and procedures for planning and coordination at the district level.
  • Demonstrated skills in managing teams and finances.
  • Demonstrable highest degree of integrity and accountability.
  • Demonstrated experience and capacity to engage and work with government, diverse partners and stakeholders at national and district levels.
  • Demonstrated oral and written communication skills, and the ability to develop and deliver technical presentations.
  • Demonstrated ability to interpret research findings and apply them to the Malawian context when required.
  • Knowledge of USG regulations that impact services delivery.
