Background

Banja La Mtsogolo (BLM) is a Malawian Non-Governmental Healthcare Organization established in 1987.  BLM provides quality Family Planning and Reproductive Healthcare including HIV/AIDS information and interventions. BLM is a senior member of the MSI Reproductive Choices Partnership which works in 43 countries. BLM exists to improve quality of life in Malawi through family planning and reproductive health care services. BLM serves over 800,000 clients annually and makes a significant contribution to national family planning objectives. The organization has national coverage, operating through 25 clinics, and numerous outreach clinic sites.

Role Purpose

Job Summary:

The Districts Coordinator for the Sex Workers Project will oversee the implementation and management of outreach programs, advocacy, and support services for sex workers within a specified district. This role is pivotal in ensuring the project’s objectives are met, including enhancing the well-being of sex workers, promoting their rights, and addressing their specific needs through effective programs and community engagement. The districts coordinator will be responsible to ensuring all activities are implemented according to the project compliance guidelines by working with Peer navigators (PN), Peer educators (PE) and Outreach workers (ORs) and Key population led organisation in their respective districts.

Key Responsibilities

Business Development and Project Management

  • Monitor weekly and monthly performance of teams and provide the project coordinator with regular updates.
  • Ensure OR providers focused on delivering excellence in clinical quality and client focus service provision and work in collaboration with the Clinical Quality team to ensure recommendations are strictly enforced.
  • Ensure that all operational procedures and guidelines are strictly adhered to.  This includes all relevant aspects of financial management, clinical procedures, project cycle management and donor compliance.
  • Coordinate with the district officials to ensure transport is available for service provision and fuelling is done according to the agreed processes and procedures set by transport department.
  • Assist in the management of project budgets and resources, ensuring they are utilized effectively and transparently.
  • Coordinate and oversee the day-to-day operations of the sex workers project in the district.
  • Implement project activities according to the approved work plan and ensure they are delivered effectively and efficiently.
  • Monitor and evaluate program activities, ensuring they meet the project’s objectives and comply with relevant standards and guidelines.
  • Keep record and database of all providers, volunteers and other stakeholders involved in sex work programming and service delivery.
  • Establish training needs by working closely with the Clinical Quality team.

Outreach and Support Services:

  • Work with outreach workers and other key population led organisation to come up with quarterly schedules for processing at support office.
  • Coordinate all district activities with OR, PE and PN in the different hotspot areas.
  • Develop and maintain relationships with sex workers, community-based organizations, and other stakeholders.
  • Conduct outreach activities to identify and engage with sex workers, providing them with information on available services and support.
  • Facilitate access to health services, legal aid, and other necessary support for sex workers.

Advocacy and Capacity Building

  • Advocate for the rights and needs of sex workers within the community and with local authorities.
  • Organize and conduct training sessions and workshops for staff, volunteers, and stakeholders on issues related to sex work and human rights.
  • Foster a supportive environment that promotes the inclusion and empowerment of sex workers.

Data Management and Reporting

  • Maintain accurate and up-to-date records of program activities, client interactions, and outcomes.
  • Ensure proper referral to care services are done through the Peer navigators, Peer educators and Outreach workers.
  • Prepare and submit regular reports on project progress, challenges, and achievements to the supervising authority.
  • Carry out data validation using the MSI data validation tools.
  • Discuss findings and agree actions with PN, PE, OR, Volunteers and Motorbike riders.
  • Follow up on actions and carry out ongoing support during each visit.
  • Analyse data to assess program impact and identify areas for improvement.

Community Engagement

  • Engage with local communities to raise awareness about sex work and reduce stigma and discrimination.
  • Develop partnerships with local organizations, health providers, and other entities to enhance service delivery and support networks.

Compliance and Ethics:

  • Ensure that all project activities comply with relevant legal, ethical, and organizational standards.
  • Uphold the confidentiality and privacy of sex workers and other stakeholders involved in the project.

Anti-Fraud, Bribery and Corruption

  • In collaboration with internal audit teams ensure that all audit recommendations are strictly enforced, and evidence is provided to support changes in process and procedure.
  • Ensure that anti-fraud, bribery, and corruption training is conducted with all staff and that BLM’s zero tolerance policy is strictly enforced.

External and Internal Representation

  • Develop and maintain productive relationships with other BLM teams to ensure that your teams achieve their required contribution to overall organisation success.
  • Represent BLM in relevant forums as requested.
  • Role model MSI’s core values and always demonstrate MSI behaviours.
  • Cascade any findings within district of operation to both the district team and project coordinator.

Qualifications, Experience, Skills and Attributes

  • Bachelor’s degree in social work, Public Health, Human Rights, or a related field’s degree
  • At least 3-5 years of experience in program management, community outreach, or a related field, with specific experience working with marginalized communities.
  • Strong understanding of issues related to sex work, human rights, and public health.
  • Excellent organizational and project management skills.
  • Ability to build and maintain relationships with diverse stakeholders.
  • Proficiency in data management and report writing.
  • Strong communication, advocacy, and interpersonal skills.
  • Ability to work independently and as part of a team, flexibility to adapt to changing needs, and commitment to promoting the rights and well-being of sex workers.
