District Coordinator Job Summary

Reporting to the Integrated AGYW Service Advisor, the District Coordinator (DC) will be responsible for providing technical leadership, coordination for provision of integrated SRH/HIV/GBV services to DREAMS Adolescent Girls and Young Women (AGYW) and their partners (ABYM). S/he will be responsible for managing budgets, coordinating staff, monitoring program outcomes, and engaging with district, community leaders and stakeholders and ensure that the project initiatives address the specific needs of the communities they serve. S/he will be responsible for tasks such as managing budgets, coordinating staff, monitoring project outcomes, and engaging with community leaders. One of their primary roles is to ensure project and initiatives address the specific needs of the
communities they serve.

The District Coordinator will be the focal point person for all activities under KUTETEZA project, coordinating the development of district-wide joint work plans, implementation strategies and integration of all activities to achieve synergy and scale. The District Coordinator will ensure availability of all necessary Technical Assistance to the DREAMS implementing partners, DHMT and key community groups. S/He will work collectively with the Integrated AGYW Service Advisor and
KUTETEZA leadership of any challenges, potential risks and opportunities that may arise during the implementation of the project. In collaboration with the M&E lead, S/He will coordinate district reporting, documentation and dissemination of lessons learnt, capturing of success stories and S/He will also ensure that all Health Facilities have all the tools required for reporting and service provision
under the scope of the project.

Duties & Responsibilities

Project Implementation

  • Oversees implementation of DREAMS and its parenting program components in the target district.
  • Responsible for quality service delivery and implementation of all DREAMS service layers (mental health, clinical services, digital literacy, referrals)
  • Directly supervise parenting program facilitators including on site monitoring and technical support
  • Works closely with the M&E unit to monitor all DREAMS activities and review and analyze data routinely.
  • Provides overall support in the implementation of additional DREAMS services/layers that may be introduced during the period of implementation.
  • Supports development, management and implementation of project plans and budgets and ensure alignment with overall DREAMS objectives and operational guidelines.Supports sub partners in the day-to-day management and implementation of the DREAMS interventions and community strengthening activities in the DREAMS Districts.
  • Provide technical assistance to the partners in the development and implementation of the Project in coordination with the District Health Management Team and implementing partners. Provides technical leadership and design expertise to support Adolescent Girls and Young
    Women and their partners (ABYM).
  • Respond to the specified deliverables and goals of the project and ensures completion of tasks in a timely manner and in full support and compliance with Pakachere IHDC and USAID branding and marking rules, guidelines, and regulations.
  • Provide recommendations to the Kuteteza Program Implementation Unit on implementation of Kuteteza activities to enable effective, efficient implementation and replicability of activities.
  • Work with a high degree of autonomy and independence in line with project goals and objectives. The selected candidates must be mission-driven, self-starters and committed to performing their duties with minimal direct and day-to-day supervision.

Planning, monitoring, and Reporting

  • Completes detailed strategy write-ups, work plans, and delivers quarterly reports including reviewing reports and deliverables from partners and all other reporting requirements.
  • Monitor the progress of the district in implementing Kuteteza activities by identifying gaps, resources, and capacities of district stakeholders.
  • Submission of timely monthly and quarterly reports outlining key activities; progress in that reporting period; work plan for the following month; challenges faced and recommendations to improve Kuteteza implementation plan and maintain implementation quality.

Coordination

  • Coordinate and monitor the implementation of Kuteteza activities in the respective district of operation.
  • Coordinates with other partners implementing activities like DREAMS.
  • Coordinate with other Districts Coordinators, to enable a cohesive and strategic approach to Kuteteza activity implementation.
  • Liaises and manages partner organizations at the district and local level involved in country program activities.
  • Establish and maintain strong relationships with relevant district government agencies in 1 or 2 districts.
  • Acts as the focal point person between the project and line ministries in terms of project updates, commodity supply, commemoration days and any other commitments as assigned.
  • In collaboration with the HPTO, works with District and Community stakeholders including health facilities in DREAMS Districts to ensure coordination with other programs and stakeholders.

Minimum Qualifications for the Job

  • 5-7 years of experience in implementing and managing international health/development programs at the district, community, and household level.
  • A minimum of a Bachelor’s Degree in Social Science, Behavioral Change Communication or Public Health, Strategic Communication, Nursing, or related field.

Specific Knowledge Requirements:

  • Knowledge of state of the art social and behavior change communication models and strategies and their practical application to HIV/AIDS prevention and treatment and related areas, as well as strong public health technical knowledge in at least one or more of the technical areas of the project.
  • Excellent oral/written communication skills in English
  • Field experience in developing and implementing AGYW projects and programs in Malawi at the district, zonal, community and household level that have demonstrated impact, at scale.
  • Demonstrated strong technical, programming and management skills.
  • Demonstrated interpersonal communication and negotiation skills as well as experience working in collaboration with the Ministry of Health, partners, donors, and NGOs.
  • Ability to set priorities while multi-tasking and meet deadlines independently with minimal direct supervision.
