Request For Expression Of Interest (Individual Consultants Selection)

1. Background

The Government of Malawi, with support from the World Bank IDA, is implementing the Social Support for Resilient Livelihoods Project (SSRLP). One of the components of the SSRLP is the Economic Inclusion which has a sub-Component of Climate Smart Public Works Programme(CS-PWP). The Climate Smart Public Works Programme is an innovative approach to implementing Public Works Programme (PWP). The focus of CS-PWP is on soil and water conservation following catchment watershed approach.

The catchment watershed approach focuses on technologies that aim at restoring the catchments thereby improving productivity of the soil as well as providing cash to beneficiaries, which they can use to meet short term needs at the household level.

The NLGFC intends to apply part of the proceeds of this financing to eligible payments under the contract for hiring a District Cluster Project Coordinators.

The NLGFC invites applications from suitably qualified and interested candidates to fill the position of District Cluster Project Coordinators, recruited as individual consultants.

Job Title: District Cluster Coordinator

Responsible to: Director of Infrastructure and Economic Developmentin the NLGFC

Responsible for: District Project Facilitators

Purpose

The District Cluster Project Coordinators will be responsible for Coordinating all Climate Smart Public Works Program (CSPWP) activities within their cluster district councils.

Each Coordinator will be responsible for about (7).The District Cluster Coordinator shall support the Director of Public Works/ Director of Planning at Council level with oversight reporting to Director of Infrastructure and Economic Development at the NLGFC on the implementation of Social Support for Resilient Livelihoods Project (SSRLP).

2 Duties and Responsibilities

I. Facilitating the Coordination of Capacity building workshops/meeting, trainings and orientations to eensure that all concerned stakeholders at the District and Community level have good understanding about the goal and objectives of the program

II. Facilitating the preparation of District periodic plans, budgets and accomplishment reports (Annual, biannual, quarterly and monthly)

III. Preparing for approval cluster operational Plans and Budgets

IV. Preparing Cluster financial and technical progress report on a Monthly, quarterly and
annual interval

V. Holding periodic Cluster staff meetings to discuss progress and emerging issues in the course of implementation.

VI. In liaison with Development communication of NLGFC, facilitate the documentation of success stories and other emerging issues

VII. In liaison with field staff Facilitate beneficiary linkages to Livelihood activities implemented by COMSIP as a one package CSPWP activity

VIII. Facilitating cross district and interdistrict learning experiences to improve program performance

IX. Coordinating and supporting district budgeting process for the program;

X. Supervisethepreparation of Village Action Plans (VAPs) andCatchment management plans.

XI. Coordinating the development of budgets for tools a

XII. Validating tools and materials budgets in assigned districts

XIII. In liaison with Environmental Social Safeguards Directorate, monitor and supervise implementation and adherence of Environmental and social safe guards insub projects.

XIV. In coordination with relevant district structures, monitor the adherence of sector/project standard norms;

XV. In liaison with relevant district officers supervise Implementation of sub projects or worksin micro catchments

XVI. Monitoring the adherence to budget lines and liquidations in Councils

XVII. Holding quarterly internal review of the program with program cluster officers

XVIII. Undertaking staff performance appraisal and recommendations to the National Project Coordinator

3 Job Requirements

3.1 Academic qualification

First Degree plus Master’s degree obtained from an accredited institution in any of the following fields: Development Economics, Social Work, Community Development, Sociology, Agriculture or any Development Studies/Natural Resources qualification;

3.2 Work experience

At least 5 years of post-qualification experience preferably in a Local Authority Set Up. Prior experience in dealing with Rural Communities is an added advantage.

3.3 Other requirements

Computer literacy & good command of the English language and a clean drivers licence.

Duration of the assignment

The District Cluster Coordinators will be recruited for 3 years up to 31st December 2025, but the contract shall be renewable annually based on satisfactory performance.

6 Location of Employment

The District Cluster Project Coordinators will be based in one District Council within their Cluster Districts and would be required to travel regularly to the other District Councils within the Cluster.
