Mass Net Distribution 2024

The Ministry of Health and its partners will conduct a mass net distribution in 2024, targeting all 29 districts in Malawi. The goal of this campaign is to achieve universal coverage in the fight against malaria, distributing approximately 12 million nets to a population of 19.6 million people. The Ministry of Health has secured funding from the Global Fund to support this initiative. The campaign will span over nine months and will involve various activities at different stages.

The Ministry of Health now invites applications from suitably qualified Malawians with the appropriate skills, knowledge, and attitude to be engaged on temporary contracts for the following positions:

District Accountants (25)

Location: 24 positions tenable at District Health Offices and 1 at the National Malaria Control Programme (NMCP) in Lilongwe.

Purpose of the Position:

The District Accountant will participate in the development proposals/requests for funds, oversee the preparation of district budgets, manage funds/fuel liquidation, and ensure overall financial management of the Malaria Mass Campaign in the implementing districts. The Accountant will ensure that campaign activities comply with Global Fund rules and regulations as well as internal controls stipulated by the PIU, facilitating timely implementation of activities.

Key Responsibilities:

  • Lead proposal development for activity implementation in liaison with the District Coordinator and other Technical Officers, ensuring all required supporting documentation is attached before submission to the NMCP.
  • Develop budgets and work plans with technical officers to guide timely and effective
    implementation of campaign activities.
  • Follow up on submitted activity proposals and pending procurement requests with relevant departments, addressing queries to ensure timely turnaround.
  • Assist program departments in compiling liquidations while in the field before submission to Finance.
  • Facilitate timely liquidation of DSA and fuel advances by verifying details and documents submitted in collaboration with appropriate officers.
  • Monitor the application of Global Fund and Malawi Government policies and regulations in line with the Government of Malawi–Global Fund Performance Framework Agreement and Mass Campaign Implementation Guidelines.
  • Initiate timely processing of payments for activity participants and procurements for venues, goods, and services required for the campaign.
  • Work with technical officers, NMCP, and PIU finance to ensure tracking and timely submission of requests and liquidations for DSAs and fuel advances.
  • Produce and submit periodic financial reports of good quality and in a timely manner.
  • Review program implementation of planned activities, reporting any incidences of fraud, theft, or other off-track activities to Management.
  • Follow up on physical documents with relevant stakeholders, including carrying out surprise spot checks in line with the assignment’s objectives.
  • Undertake any other tasks assigned by the supervisor.

Professional and Educational Qualifications:

  • Minimum of a Bachelor’s Degree in Accounting or Finance from a reputable university.
  • Minimum of 1 year of working experience in finance or public health program management in a busy organization, district council, or other related public health fields.
  • Experience in the implementation of Gavi/Global Fund or any donor-funded grants is an added advantage.
  • Competency in both structured and unstructured reporting requirements.
  • Good organizational and communication skills.
  • Proven ability to work under extreme pressure and deliver within tight deadlines.
