National Water Resources Authority

The National Water Resources Authority (NWRA) is a statutory organization established by the Water Resources Act of 2013 with a specific function to regulate and manage water resources. Furthermore, the NWRA seeks to ensure the sustainable use of water resources and address the water resources planning, development and management challenges.

In its effort to sustainably manage water resources, the NWRA seeks to recruit energetic, highly motivated, focused and result-oriented individuals to form part of its executive management.

In this regard, NWRA invites applications from suitably qualified and experienced persons to fill the following vacant positions:

Post: Director of Water Resources Management and Development

 

 

Post: Director of Regulatory services

Grade: NW 2

Reporting to: Executive Director

Responsible for: Inspection Manager, Licencing Manager and  Senior Civic Education Officer

Purpose of the Job:

Responsible for provision of licensing services, inspection, authorisation services and Civic Education for the NWRA.

Key Duties and Responsibilities

a) Formulating, implementing and monitoring short-term and long-term water resource regulatory operation strategies.

b) Developing and implementing monitoring mechanisms to ensure that all players in the sector comply with standards set by the NWRA.

c) Coordinating the appraisal process of licence applications and ensure compliance with
internationally acceptable public and occupational safety, environmental and quality standards.

d) Responsible for public advocacy and awareness on regulations.

e) Developing, implementing and maintaining licensing criteria / guidelines for water allocations.

f) Leading inspections on new players in water resource management and development and recommending appropriate action to management.

g) Monitoring and inspection the compliance of the licenses and certifying installation of water equipment and infrastructure.

h) Assessment of the license applications before issuance.

i) Identifying risks associated with regulatory services and propose measures to management on how to address them.

Minimum Qualifications And Experience

  • Master’s Degree in Water Resource management, Engineering or Related field.
  • Minimum of five (5) years’ experience at Managerial position in Water Resources Management.
  • Ability to deploy multi-media communication key to the sharing of critical information in order to move with stakeholders in a concerted manner.
  • Experience in setting up and managing structures, systems, processes, procedures and regulations that aid sustainable management of water resources.
  • Demonstrable Resource Mobilisation Utilization background.
  • An appreciation and understanding of how budgets are developed monitored and controlled.
  • Registered Water Engineers will have an added advantage.
