Christian Health Association of Malawi - CHAM

The Christian Health Association of Malawi (CHAM) is an ecumenical association of Church-owned facilities in Malawi and the Secretariat is the central coordination unit of the Association. CHAM is the second largest provider of health services in Malawi with 187 Health Facilities and 11 Training Colleges which are located in all parts of the country. Most of the Health Facilities are situated in the remote and hard-to-reach areas. The objectives of CHAM are to facilitate, provide technical support, and develop health services among all member facilities in order to achieve equity in access to health care, patient care and in all matters, to act for the benefit of the people of Malawi.

CHAM Secretariat invites applications for the position of Director of Health Programmes as follows:

Position: Director of Health Programs

Grade: CM2

Department: Programmes

Reports to: Executive Director

 

Purpose of Job

To provide overall leadership in the planning and management of health care service delivery in CHAM. To ensure CHAM health facilities are providing cost effective pro- poor quality services and adhering to Ministry of Health Policies on Equity in access to health care.

Key Responsibilities & Duties

1. Programme delivery, leadership and supervision

  • Providing leadership on programme execution.
  • Supervising line managers and staff in the Health Department.
  • Providing guidance to technical committees and regional committees
  • Ensuring appropriate monitoring of service delivery to achieve financial, administrative and programme goals.
  • Ensuring quality assurance is adhered to in all CHAM health facilities and training institutions.
  • Ensuring program quality according to CHAM standards.
  • Supporting the proprietors’ health coordination offices to effectively supervise health facilities.

2. Resource mobilisation, utilisation and reporting

  • Mobilising resources to support with the provision of quality health care services and pre-service training of health care workers in CHAM institutions.
  • Ensuring programme resources are utilised in accordance with applicable donor policies and procedures.
  • Ensuring timely and accurate reporting to development partners and CHAM Board of directors.

3. Facilitating capacity building in health care management and delivery

  1. Planning and managing delivery of health care and pre-service training of health care workers in CHAM health facilities through coordination desks.
  2. Providing technical support in the areas planning and management to all CHAM institutions
  • Coordinating capacity building initiatives to strengthen health management teams of member health facilities.
  • Ensuring that CHAM member units have appropriate governance structures for effective delivery of services.
  • Facilitating accreditation of health facilities and training institutions.

4. Advocacy, networking and partnership building

  • Representing CHAM in the EHP, PPP, health services, HRH and other relevant technical working groups of the Ministry of Health.
  • Participating in CHAM advocacy and research activities.
  • Advocating and lobbying for equity in access to health care.
  • Promoting networking and partnerships for CHAM.
  • Facilitating availability of medicines, supplies, and Human Resources in CHAM institutions
  • Handling membership liaisons.
  • Meeting requirements of the CHAM monitoring and evaluation framework.

Qualifications and Experience

  • Master’s Degree in Health Services Management / Planning / Nursing or Medicine with a bias in Health Care Planning and Management.
  • Five years’ experience in management of health care services, quality assurance and supportive supervision.
  • Five years’ experience in resource planning and mobilisation.
  • Experience in management of health care services in poor settings and the implementation and management of international health and development programs funded by development partners.
  • Experience in management of donor funded projects.

Requisite Knowledge, Abilities and Skills

  1. Excellent skills in project management, leadership and networking.
  2. Knowledge of results based management and performance appraisal.
  3. Excellent communication skills (written and verbal) and results oriented.
  • Team player and ability to work in a diverse group.
