VACANCY
DIRECTOR OF FINANCE AND ADMINISTRATION
(GRADE CRWB 2)

Applicants are invited for suitably qualified candidates of Malawian Nationality to fill the vacant
post of Director of Finance and Administration of Central Region Water Board.

THE ORGANISATION

Central Region Water Board (CRWB) is a Statutory Corporation created by the Waterworks Act No.
17 of 1995 and it is legally mandated to supply potable water and provide sanitation services in all
towns and market centres in the Central Region of the Republic of Malawi.

In order to effectively and efficiently fulfil its mandate, CRWB now invites suitably qualified and
experienced dynamic individuals to fill the challenging and exciting position of DIRECTOR OF
FINANCE AND ADMINISTRATION (GRADE CRWB 2), on a three-year contract, renewable based on
satisfactory performance. The position is tenable at CRWB Head Office, in Lilongwe.

 

 

CORE FUNCTIONS

Purpose of the Job

To provide effective leadership for the financial, administration and human resource management
of the Board

Key Duties and Responsibilities

a) Providing financial leadership to the Board to ensure that it achieves its strategic objectives.
b) Implementing an approved system of accounting and financial controls that comply with public finance management policies, standards and financial regulations.
c) Ensuring that the Board has sound management systems, including ensuring adherence to established rules, policies, and regulations on finance, human resources and administration matters.
d) Preparing final accounts and reports on time and present to the Board in liaison with the Chief Executive Officer.
e) Leading the consolidation of the Board’s budgets and forecasts
f) Maintaining good working relationship with Board’s partners, clients, employees and banks in the course of business dealings.
g) Advising and interpreting company plans, policies, regulations related to finances, administration and human resource management.
h) Ensuring a close working relationships with any external auditors that may be appointed
to prepare opinions, assist them access data and information required for effective and
efficient audit in to produce audit reports in time.
i) Providing monthly, quarterly and annual operational reports on the performance of the department for management information and decision-making.
j) Supervising staff under charge to ensure that the department provides an acceptable level of financial, administration, human resources and management services support to core functions of the Board.
k) Identifying capacity development needs of staff and facilitate access to relevant and appropriate training and development programs in line with the career development path of the Board
l) Attending meetings to represent the interests of the Board and answering queries on financial and HR matters.

RESPONSIBILITY

Reporting to the Chief Executive Officer, the Director of Finance and Administration will directly be
responsible for the following officers within CRWB:

a) Finance Manager
b) Customer Services Manager
c) Human Resources and Administration Manager

THE PERSON

Required Competences, Attributes and Skills

The required candidate should have the following competences, skills and attributes:

  • Proven track record of managing work teams of various skills
  • Ability to communicate and effectively negotiate with senior government officials, development partners, and other stakeholders
  • Mature, judicious and honest person with good communication skills
  • Excellent oral and written communication and hands-on human resource and financial management skills

QUALIFICATIONS AND EXPERIENCE

a) First Degree and be professionally qualified in Accounting or Finance
b) Master Degree in Accounting, Finance, Commerce, Business Administration, Public Administration or Human Resource Management.
a) At least five (5) years’ experiences at senior management level

 

 

The successful person shall be offered a performance-based contract for a period of three (3) years
with an attractive salary, benefits and gratuity package commensurate with the seniority of the
position and qualifications of the candidate.
