A. INTRODUCTION AND BACKGROUND
The Malawi Energy Regulatory Authority (MERA), the Energy Sector Regulator in Malawi, was established under the Energy Regulation Act No 20 of 2004 with the mandate to regulate the energy sector in Malawi in a fair, transparent, efficient, and cost-effective manner for the
benefit of consumers and operators. MERA’s vision is to be a recognised global leader in Energy Regulation.
To fulfil its mandate and vision effectively and efficiently with strategic leadership and management at technical level, an excellent and rare opportunity has arisen to engage a qualified person of Malawian origin to fill an Executive Management position of Director of Economic Regulation (DER), Grade M2 tenable at MERA Head Office in Lilongwe. The Board of Directors of MERA, therefore, invite applications from suitable candidates to fill the position on a three (3) year employment contract.
B. THE POSITION
This is a highly demanding position that requires a person who has demonstrable capacity to initiate technical, administrative, and managerial innovations geared at making MERA a vibrant and competitive public institution. The following are the required professional and academic qualifications, personnel and work-related traits for the position:
Post: Director of Economic Regulation (DER)
Reporting to: Chief Executive Officer
Responsible for: Senior Economic Regulation Specialist (Fuels and Gas) and: Senior Economic Regulation Specialist (Electricity and Renewable Energy).
Purpose of the Job
To ensure development and maintenance of a favourable business environment for the Energy Sector which is conducive for an open and fair competition among operators and consumers.
Key Performance Areas
  • Developing the Directorate’s plans, programmes, projects and budgets based on priorities within resource allocation;
  • Formulating, implementing and monitoring short-term and long-term economic strategies for energy regulation;
  • Analysing, setting and reviewing energy tariffs;
  • Developing, implementing and maintaining licensing criteria and/or guidelines on economic aspects;
  • Undertaking economic evaluation in respect of licence applications and monitoring compliance;
  • Taking lead in introducing and maintaining economic mechanisms to facilitate smooth entry of potential investors, eliminating monopolistic tendencies in the energy sector;
  • Promoting an open and fair competition for investors to operate profitably without compromising on quality of services;
  • Developing and implementing economic monitoring mechanisms to ensure that players in the energy sector comply with standards set by the Authority;
  • Liaising with Malawi Government, key stakeholders and representing the Authority on matters relating to economic energy regulation;
  • Allocating and supervising the work of Senior Economic Regulation Specialists;
  • Coordinating and analysing regulatory audits, investigations and survey reports in the energy sector and recommending appropriate action to Management and Board of Directors;
  • Monitoring and evaluating the economic efficiency and performance of energy operators in respect of agreed key performance indicators;
  • Developing incentives for efficiency and improvements in the provision of services by the licensees;
  • Consolidating and analysing data on economic indices, consumer statistics and associated demand profiles for consumers’ information;
  • Representing the Authority at various meetings.
Academic and Professional Qualification and Experience
The ideal candidate for the position must:
  • Possess a Bachelor’s Degree in Economics from a recognised tertiary institution;
  • Possess a Master’s Degree in Economics or Master of Business Administration or related field from a recognised tertiary institution;
  • Have seven (7) years experience at managerial level in a highly reputable and busy working environment.
  • Demonstrate thorough knowledge of the Energy Sector.
  • Registered members of the Economics Association of Malawi (ECAMA) or any other relevant professional bodies will have an added advantage.
