National Oil Company of Malawi (NOCMA)

The National Oil Company of Malawi (NOCMA) whose main objective is to ensure security of fuel supply in Malawi is a wholly owned Malawi Government Company established under the Company’s Act of 1984 on the 10th of December 2010. The Company commenced its operations in 2012.

NOCMA is responsible for importation of fuel product and is Government’s agent for managing the Country’s Strategic Fuel Reserves facilities located in Blantyre, Lilongwe and Mzuzu: and other smaller depots in Chilumba, Chipoka and Mchinji.

Over the past twelve (12) years, the Company has grown tremendously in its national strategic importance with its fuel importation market share growing from ten percent (10%) in 2015 to an average of sixty-five (65%) in 2021/2022 which has been matched with growth in Institutional l) Monitor and evaluate operations and performance of all heads of function; and human resources and administration.

Job Title: Director of Corporate Services
Grade: NOC3

Department: Corporate Services

Reporting to: Chief Executive Officer

Purpose of the Job

The position is responsible for the overall management of the NOCMA’s Company secretarial duties; legal and regulatory compliance ICT function and human resources and administration.

Key Duties and Responsibilities

a) Provide all Company Secretarial duties working closely with the CEO and Board of Directors, serving as Secretary to the Board of Directots and all its sub-committees.

b) Oversee the Company’s legal services section.

c) Oversee the Company’s contracts, Mous, agreements and all related commitments and highlight legal implications.

d) Ensure the Company’s compliance to existing regulations, laws, policies, and procedures.

e) Responsible for Human Resources and Administration functions.

f) Advise management on issues related to the group’s corporate reputation and recommend appropriate course of action

g) Develop Department’s annual plans, programmes, strategies, and budgets based on priorities within allocated resources

h) Provide strategic leadership to the Company’s corporate services, creating a culture of effective and efficient services

i) Ensure efficient and effective management of resources to achieve targets within agreed resources.

j) Manage relationships with extemal partners and agencies to enhance the Company’s performance, reputation, and image.

k) Ensure the development of effective working relationships between corporate functions across the Company.

l) Ensure that effective arrangements exist to promote good internal and external communications.

m) Guide the company in interpretation of laws regarding all aspects of the company n) Set up systems to ensure compliance with statutory requirements


Reporting to the Chief Executive Officer, the incumbent will directly be responsible for the following officers within NOCMA:

a) Legal Services Manager

b) HR & Administration Manager

c) ICT Officer

The Person

The required candidate should have the following competences, skills, and attributes:

  • Strong communication and interpersonal skills
  • Good report writing skills
  • Good analytical and negotiation skills
  • Ability to multi-task and meet deadlines
  • Strong persuasion/influencing skills
  • Quick learner; Self-starter and Proactive
  • Ability to work under pressure, as and when required.

Qualifications And Experience

  • A Bachelor’s Degree in Law and a Master’s Degree in either of the following disciplines: Law, Business Administration, or any other relevant Master’s Degree from an accredited institution of higher learning.
  • Minimum of ten (10) years’ cumulative experience in a Legal and Corporate Management role of which five (5) should be at managerial level.
  • Must be a member of the Malawi Law Society; and
  • Experience in providing Company secretarial services for a dynamic organization will be an added advantage.
