SOLICITATION FOR USAID DEVELOPMENT ASSISTANCE SPECIALIST (MISSION ENVIRONMENTAL OFFICER) SUSTAINABLE ECONOMIC GROWTH OFFICE

This position is based in Lilongwe and is open to Qualified Malawian Citizens.

BASIC FUNCTION:

The USAID Development Assistance Specialist (Mission Environmental Officer) serves as a technical resource in strategic planning, program and activity design, budgeting, implementation, monitoring, and evaluation of the entire Mission portfolio for environmental compliance. The Specialist is officially designated as Mission Environmental Officer (MEO). As MEO, the Specialist ensures all Mission programs/projects/activities are in compliance with Title 22 of the U.S. Code of Federal Regulation (22 CFR 216 or “Reg. 216”).

 

 

The Specialist contacts and collaborates, at technical level, with counterparts and staff in the host government, with the private sector, with other donor and international organizations, and with other USG entities.

The Specialist exercises extensive judgment in planning and carrying out tasks, in resolving problems and conflicts, and in taking steps necessary to meet deadlines. In addition, it is anticipated that the Specialist will be in a travel status to remote areas of the host country and/or the Region at least 25% of the Job Holder’s time.

REQUIRED QUALIFICATIONS

Applications will be initially screened by the Mission Human Resources Office to determine whether they have met the minimum qualifications listed below. All candidates who meet the minimum qualifications requirements will be referred to the Technical Evaluation Committee (TEC) for further consideration and screening.

Education: The work requires a bachelor’s degree in Environmental Studies, Ecology, Integrated Sustainable Development, Natural Resources Management, or a closely related field.

Prior Work Experience: A minimum of five years of progressively responsible experience in an area involving application of environmental impact assessment or closely related regulations, standards, policies, and best practices in a developing-country setting is required. This experience must demonstrate the ability to prepare and/or review environmental scoping statements, environmental impact assessments, and implementing environmental management plans.

EVALUATION AND SELECTION FACTORS

After an initial application screening, the best qualified applicants may be invited for a
written examination and to an oral interview.

EDUCATION (10 points): Points will be given for (1) education above the minimum level and/or (2) specialized education pertinent to the position. and/or (3) specialized training pertinent to the position.

WORK EXPERIENCE (45 points): Points will be given for (1) experience above the minimum levels required, (2) specialized experience pertinent to the position, (3) experience in pertinent development assistance activities, (4) experience in development organizations that are large and/or international.

KNOWLEDGE, SKILLS, AND ABILITIES (45 points)

The successful candidate will be selected based on a review of his/her qualifications, work experience, skills, and abilities; an interview; and the results of reference checks. The hiring panel may check references that have not been specifically identified by applicants and may check references before or after a candidate is interviewed.

Salary range: $30,074-$46,622 (basic salary, paid in local currency Kwacha at the prevailing exchange rate), equivalent to FSN-11. In accordance with AIDAR Appendix J and the Local Compensation Plan of United States Mission, Malawi (Effective January 16, 2022). Final compensation will be negotiated within the listed market value.
