VACANCY ANNOUNCEMENT (RE-ADVERTISEMENT) 

The Kamuzu University of Health Sciences (KUHeS) carried out a Functional  Review process, which resulted into a new Organisational Structure and Staff  Establishment. Following approval of the Staff Establishment and  Organisational Structure by Government, KUHeS conducted a placement  exercise for existing employees. However, a substantial number of key positions  are yet to be filled. The University would like to fill some of these vacant positions  as part of the Functional Review implementation process.

The University is therefore inviting applications from suitably qualified  candidates to fill the following positions:

  1. DEPUTY DIRECTOR OF FINANCE AND INVESTMENTS

Job Summary

The post is open to qualified Malawian candidates only. The Deputy Director  of Finance and Investments shall be working under the general directions of  the Director of Finance and Investments. The post holder shall be responsible  for providing leadership and strategic direction in the management of  financial resources, assets and investments. The successful candidate will be  on a 5-year fixed-term contract, which would be renewable based on  satisfactory performance.

Key Duties and Responsibilities 

Leadership and Management 

∙ Providing overall technical financial management leadership and  direction.

∙ Advising the Director of Finance and Investments on technical financial  management matters

∙ Participating in developing and reviewing financial and investment  policies, plans, strategies, procedures and regulations

∙ Participating in overseeing the management of assets, insurance and  pension portfolios

∙ Leading and managing performance of human resources in the  Directorate of Finance and Investments

Planning, Control and Monitoring 

∙ Coordinating and facilitating the development of budget estimates for the  University and regulating expenditure to ensure conformity with approved  budgets, existing regulations and grant contracts

∙ Preparation of timely and accurate monthly managements accounts,  financial forecasts and annual statutory financial statements ∙ Managing liquidity of the University

∙ Handling annual statutory and other audit matters

∙ Monitoring compliance with relevant financial, legal and regulatory  requirements

∙ Authorizing payments as delegated by the Director of Finance and  Investments

∙ Implementing, monitoring and reviewing stores, financial and investment  policies, plans, budgets, strategies, procedures and regulations ∙ Participating in designing and implementing internal controls

Resource Mobilisation and Investment Management  

∙ Participating in developing and implementing resource mobilization and  effective utilization strategies

∙ Assisting in performing due diligence of investment opportunities and  investment portfolio risk assessment

∙ Liaising with development partners, government and agencies and other  stakeholders in the provision of support to the University’s programmes ∙ Preparing and presenting investment and other related reports

Corporate Services 

∙ Servicing relevant committees of the Council as delegated by the Director  of Finance and Investments

Minimum Education, Qualification and Experience 

Applicants must meet the following minimum requirements:

∙ Master’s degree in Accounting or related fields;

∙ Professional accounting qualification (ACCA, CIMA, etc.); ∙ 8 years’ experience at management level.

Desirable Qualities  

Leadership: ability to direct, supervise and mentor others.

Fiscal managementability to prepare and execute budgets as well as  controlling expenditure.

Organizational skills: ability to set and implement systems and develop  operational procedures and policies.

Effective communication: the ability to present information in a professional  manner in various settings and mediums, including the media.

Writing skills: ability to create, compose and edit written materials, including  minutes and reports.

Interpersonal skills: ability to work effectively in a diverse community with  people from different backgrounds.

Financial reporting: ability to report and communicate financial information in  a clear and purposeful manner.

Business-Oriented: ability to prepare and execute a viable business strategy  and entrepreneurial experience of developing business models, achieving a  good balance between risks and returns.

Accountability: ability to instill a culture of honesty and integrity.
