Job Description

The Deputy Chief of Party (DCOP) will support the Chief of Party in the overall management, leadership, and technical direction of a donor-funded project aimed at achieving project goals (HIV 95-95-95) objectives of RTC Malawi. The DCOP will be responsible for day-to-day programmatic and operational management, ensuring that the project meets its objectives and delivers high-quality outcomes in compliance with donor requirements and organizational standards.

The DCOP will be supervised by the COP and will share the responsibility of day-to-day and long-range activities of the contract. S/he will assist the COP in tracking, coordinating and reporting information related to project activities conducted. The DCOP will take on the responsibility for supervising the implementation of district level activities with the support of HSS and technical team leads.

Duties and Responsibilities

•Oversee RTC MALAWI program with Chief of Party, and lead reporting to the donor.

•Lead production and finalization of documents, work plans, reports, and/or presentations for the donor

•Oversee the day-to-day implementation of project activities, ensuring that objectives are met on time, within budget, and in compliance with donor regulations

•Oversee and monitor budgets and make strategic decisions to reallocate funding according to strategic priorities

•Oversee contractor/consultant activities, ensuring statement of work, contract and deliverables are in place

•Ensure operational support for RTC MALAWI national, provincial, district and site teams through procurement, IT support, logistics etc.

•Manage and mentor project staff, including District Program Managers, Project Officers, Technical Leads, and other key personnel, fostering a collaborative and results-oriented work environment.

•Initiate, track and monitor RTC MALAWI procurements, contracts, work plans and other administrative and programmatic documents

•Overseen and work closely with finance and administrative staff to ensure timely and compliant spending

•Maintain frequent, open, ongoing communication with program team members in all locations

•Lead engagement with internal and external partners

•Ensure adherence to RTC, SAG and CDC rules, regulations and policies

•Upload and save deliverables on relevant knowledge management platforms.

•Lead and contribute to strategic partnership development

•Represent RTC at relevant external meetings and events, including delivering presentations, networking, relationship building, and initiate and follow through with opportunities for collaboration

•Stay abreast of operational updates

•Professionally engage and collaborate with other programs across RTC

•Recognize and address factors that might strategically impact the program, and propose solutions to appropriate staff members

•Work with HR to maintain up-to-date organogram, staff movements and HR reports

•Supervise, mentor and coach staff independently

•Identify training needs of Operations staff

•Orientation and induction of new employees

•Proactively seek opportunities to expand leadership and management skills

•Request or initiate quarterly check-in meetings with supervisor to assess performance, strengths and areas for improvement in your current position, and establish professional goals

•Identify opportunities for bringing new skills into the program.

•Lead efforts to build the capacity of local staff, partners, and stakeholders to ensure the sustainability of project outcomes.

•As needed, backstop the Chief of PartyPI/Project Director, serving in his/her stead, and assuming all required responsibilities

•Oversee project finances, ensuring that expenditures are aligned with approved budgets and financial reporting is accurate and timely. Any other duties that may arise

•Oversee the implementation of the project’s monitoring and evaluation (M&E) framework, ensuring that data is collected, analyzed, and used to inform decision-making

•Ensure timely preparation and submission of high-quality reports to the donor, including quarterly and annual reports, success stories, and lessons learned.

•Identify potential risks to project implementation and work with the COP to develop mitigation strategies

•Ensure that all project activities comply with donor regulations, organizational policies, and ethical standards.

•Support the implementation of project audits and respond to audit findings.

Required Minimum Qualifications

Minimum of Master’s degree in Business Administration or Social Studies, Public Health, Health Economics International Development, or related field. Post graduate qualification in Health Management and Clinical services.

Required Minimum Experience

At least 10 years in management experience, of which at least four years is at Senior level, designing implementing, and managing large, complex donor-funded programs. Proven track record of excellent management, leadership, decision-making, and interpersonal skills, Understanding and experience of MCWH, Communicable and non-communicable diseases in Malawi.
