POSITION MANDATE

Resonance is seeking a DCOP to support the anticipated USAID Malawi Fisheries Management Activity, which is expected to strengthen economic, regulatory, and governance mechanisms that effectively conserve the exceptional biodiversity of Lake Malawi while supporting improved livelihoods from sustainable, inclusive, and equitable wild-caught fisheries in priority areas of the Lake. The DCOP will work closely with the Chief of Party (COP) to provide technical oversight for the Activity and will be responsible for directly overseeing and managing the technical and cross-cutting teams.

This is a full-time position based in Malawi, reporting to the COP.

 

OUTCOMES / Essential Functions

  • Provide technical oversight for the Activity including development and implementation of annual work plans and reporting in coordination with the COP.
  • Manage the development, design, and implementation of all Component-led interventions.
  • Contribute to the successful achievement of results by ensuring the quality and timely of deliverables as well as the design and implementation of activities.
  • Oversee the timely and quality program reporting requirements on quarterly, semi-annual, annual according to USAID guidelines and contract requirements.
  • Work with technical specialists in developing strategic partnerships with implementing partners including Malawian ministries, other USAID-funded projects, NGOs, the private sector, and other local stakeholders.
  • Manage and support technical staff, local and international, to achieve project goals and ensure completion of activities, including grants, on schedule and within budget.
  • Support the Chief of Party on donor-requested tasks and deliverables and serve as acting COP in their absence.

 

Required education & experience

  • Advanced degree in natural resource management, biodiversity conservation, fisheries management, or a related field
  • At least five years of senior management experience on large international donor programs in Malawi; USAID experience strongly preferred
  • Proven technical experience in Malawi in promoting policy to support sustainable fisheries management, biodiversity conservation, or relevant technical area, and familiarity with best practices
  • Demonstrated experience liaising with high-level representatives from the public and private sectors, and with local organizations and stakeholders to improve regulations for sustainable fisheries management
  • Demonstrated leadership in effective project management, technical and analytical skills, and personnel management, particularly in teams working across geographic areas
  • Proven ability to respond quickly to newly emergent tasks
  • Strong management, interpersonal, and teamwork skills
  • Excellent written and oral communications skills in English.

 

Preferred Education & Experience

  • Experience supporting USAID projects preferred.
  • Strong network of government, NGO and civil society, donor and private sector in Malawi.

 

Travel Expectations

The employee must be able to travel domestically and/or internationally and up to 20% for work assignments.

This position operates in a professional office environment, and routinely requires the use of standard office equipment such as computers, phones, printers, photocopiers, and filing cabinets.

The employee must be able to remain in a stationary position, sitting at a desk for prolonged periods, move or traverse inside the office and facilities; operate, activate, use, prepare, inspect, place, detect, or position computers and other office equipment, such as a calculator, copy machine, furniture, and computer printer. The employee must be able to make substantial repetitive motions of the wrists, hands and fingers. The employee must be able to lift and move up to 15lbs at times.
