Banja La Mtsogolo (BLM) is a Malawian Non-Govemmental Healthcare Organization established in 1987. BLM provides quality Family Planning and Reproductive Healthcare including HIVIAIDS Information and Interventions. BLM is a senior member of the Marie Stopes International (MS) Partnership which works in 43 countries. BLM exists to improve

quality of life in Malawi through family planning and reproductive health care services. BLM serves over 800,000 clients annually and makes a significant contribution to national family planning objectives. The organization has national coverage, operating through 24 clinics, and numerous outreach clinic sites.

BLM is a results oriented social enterprise which uses modern management and marketing techniques to provide quality family planning and reproductive healthcare in Malawi. This requires a stable and elective support structure that enables efficient delivery of quality services to our clients. The function contributes to the management of BLM, as a member of the Senior Management team, by participating in the generation of new ideas and fresh approaches to how BLM manages its business. The position leads three big teams in BLM: The Human Resource, Procurement and Facilities teams.

Role Purpose:

As part of the Senior Leadership Team (SLT), the Corporate Services Director will team ensure that all of Banja La Mtsogolo (MS programme partner) operations in Malawi are supported efficiently. The Director is responsible for ensuring that appropriate systems, procedures and controls are in place to support the continued growth of the country programme. Further responsible for full compliance with any requirement of MS or Malawian Government Policy and with consistency at all times to BLM’s brand and values.

Leading the Human Resources, procurement, and Facilities Tears, the Director of Corporate Services is an essential member of the Senior Leadership Team of BLM, responsible for strategic direction, overall Corporate Support Function and Strategic HR delivery across the Country Programme. The Director will be expected to work as a key member of this team and to encourage mutual accountability across directorates ensuring a sustainable programme that delivers value for money and relevant and cost-effective services to the population of Malawi.

The key focus of this role will be to ensure that systems, policies and procedures are set up, aligned to MS| global polices and adhered to within the BLM team.

Key Responsibilities:

Leadership of teams within the Corporate Services Directorate
• * Provide positive and professional leadership to staff in Corporate Services, ensuring that the department delivers effective support to the operations of BLM
• Ensure all teams within the Directorate have team objectives linked to BLM’s overall mission, objectives and annual business plan
• Ensure that procurement, HR and Administrative processes comply with donor requirements and SI standards
• Coordinate teams for all audits, including preparation and updating of all Policies, manuals and protocols
• Ensure contractual obligations are financially sound and appropriate for the organisation: Closely monitoring all contractual obligations, raising concems with ST and seeking counsel where appropriate
• Performance management of direct line reports and oversight of whole team performance
• Delegate appropriate responsibility for the provision of corporate services whilst retaining overall accountability for the delivery of those services (HR. Procurement and Facilities
• Support the implementation of the MS’s policy in relation to equality of opportunity
• Performs any other duty as directed by the Country Director

Human Resource Management
• * Oversee the Human Resources function, ensuring the provision of advice on HR matters to the Country Director and Senior Management team, including the development and review of relevant HR strategies, policies and procedures
• Provide advice and guidance to the Country Programme on organisational development matters
• Monitor and adapt remuneration and entitlement levels to ensure that the pay structure of BLM is responsive to donor requirements, needs and expectations of staff, as well as market and currency fluctuations
• Ensure the provision of a range of services including recruitment and selection; training and development; performance management; disciplinary and grievance procedures; payroll and pensions
• Ensure that all HR policies and procedures meet the requirements

Procurement
• * Support the development of sound systems and procedures in line with MS global guidelines and adapted for BLM context
• Supervise all procurement and ensure policies, procedures are adhered to and thereby protecting BLM’s interests and resources at all times
• Establish/manage strict procedures to ensure effective oversight of all transactions, negotiate supply contracts that conform to BLM policies including use of preferred vendors, preferred items and proper use of contract terms.
• Manage suppliers and carry eut source audits as required
• Collaborate with the Finance Director to ensure all procurements are within agreed budgets and limit BLM exposure to disallowed donor costs Coordinate with Clinical Quality and Operations Directorates to forecast purchasing demands and develop emergency plans for critical supplies.

Legal Services
• * Mobilize and provide outsourced corporate legal services to provide high-quality, timely advice on among other things,
• Staff management and legal aspects of all BLM institutional arrangements.

Facilities, Maintenance and Security
• * Manage the premises used by BLM including the relationships with landlords, managing agents and other tenants (where appropriate)
• Procure and manage a range of facilities management services Including catering, cleaning, security, and fire protection
• Manage safety and security in the workplace across BLM core service delivery channels
• Ensure BLM centres and support offices are well maintained and secure
• Maintain a register of incidents and action plan on the basis of this including securing relevant budget and outsourcing work as required
• Other responsibilities as required, commensurate with the role of a senior executive management team membe

Country Director
• Provide advice and recommendations which influence planning, decision making, and issues in the CP management.
• Negotiate budgets and resources consistent with strategic plans and goals.
• Identify emerging issues/risks related to operational or service issues and identify their implications and propose solutions
• Support with Corporate Governance and risk Management

Senior Leadership Team
Provide strategic advice, guidance, assistance and support to inform, develop and execute business strategies.

Direct Reports
• Guide, support, coach, mentor and manage performance
• Review work and proposals to ensure integrity and accountability of decision making
• Provide own perspective and share information
• Work collaboratively with, inspire and motivate

Staff
• Inspire and motivate, provide direction and manage performance and development.
• Act as a role model to lead exemplary customer focused corporate and support services,

Vendors / Service Providers
• Negotiate and manage contracts and service agreements
• Monitor performance standards and service outcomes to ensure the high quality and effectiveness of delivery of services.

Other Government and Regulatory Agencies
• Provide and receive information to fulfil reporting requirements.
• Seek/maintain specialist knowledge and keep abreast of changes to relevant legislative requirements.
• Establish strategic partnerships and build collaborative working relationships with key government stakeholders.
• Ensure BLM is properly registered with CONGOMA, NGO Board and Medical Council

Key Competencies and Qualifications:

The candidate should possess a master’s degree in Human Resources Management, Business Administration, Public Administration, or related field.

Skills and Experience
• * At least 7 years’ experience in a senior management position preferably with a mixture of NGO and private sector organisations
• Proven ability to motivate, lead and manage a clinical team
• Excellent interpersonal and communication skills
