SERVICE LEVEL AGREEMENT (SLA) PROGRAMME

VACANCY

The Government of Malawi is committed to reach Universal Health coverage. In this regard, Government, through the Ministry of Health, signed a Memorandum of Understanding (MoU) with the Christian Health Association of Malawi (CHAM) and Islamic Health Association of Malawi (IHAM)
for the provision of essential health services. Service Level Agreements are part of delivering this MoU. Service Level Agreements are a form of Public Private Partnership between Government and faith-based health care providers that stipulate the nature of services to be provided by the client.

The Ministry is therefore recruiting a suitably qualified person to fill the following position in the
SLA Unit:

COMPLIANCE OFFICER

Grade: PG4
Department: Planning –Health Financing (SLA Project)
Reports to: SLAProgramme Manager
Terms of Employment: 2 years’ contract, renewable subject to satisfactory performance

Job Purpose:

Reporting to the Programs Manager, the Compliance Officer shall facilitate the review of policies,
processes, guidelines and practices; and ensuring that these are adhered to at all times in SLA
programme for both the SLA Unit and SLA implementing facilities.

Key Duties & Responsibilities

1. Review all liquidation documents and ensure they are compliant to set procedures.
2. Ensure all expenses are recorded in the month they are incurred and all receipts are received and properly filed both for the SLA unit and SLA bills
3. Provide quality assurance in the management of SLA related finances for SLA Unit. Review of financial controls, management systems and processes for adequacy and effective operation of internal controls.
4. Ensuring that transactions are accurate and compliant with accounting policies, project guidelines and applicable government laws, donor rules and regulations in the SLA programme.
5. Ensuring that SLA financial and technical reports submitted are accurate and meets the agreed standard by MoH and SLA donors.
6. Reviewing accounting systems and internal controls for the SLA unit and making recommendations on improving identified weaknesses.
7. Examining revenue versus expenditures in SLA books.
8. Engage with internal and external auditors on relevant risk and compliance matters and mitigation plans. Follow up and ensure implementation of the internal and external audit recommendations where applicable.
9. Performing validation calculations, additions and other routine audit functions.
10. Maintenance of audit files.
11. Monitoring SLA unit, CHAM & IHAM Implementers and building capacity of staff in the unit and implementers to ensure adherence to SLA financial management policies and guidelines.
12. Reviewing the reliability and integrity of financial and operational information through review of systems and enforcement of maintenance of complete and authentic documentation.
13. Conduct regular audits and special audits (reviews) to identify any data error, unaccountable
transactions, faulty or inefficient processes

Qualifications and Experience

  • A Bachelor’s Degree in Audit, Accountancy or Finance obtained from an accredited institution with five (5) years post qualification working experience.
  • Those with a Master’s Degree in the above mentioned field will have an added advantage.
  • Must be registered and in good standing with the Institute of Internal Auditors (IIAM).
  • Experience in NGO and Donor Funded Projects financial systems including grants management.
