EQUINOCCIO, Compañía de Comercio Exterior S.L is looking for a Key Expert 1: Competition Policy Expert (Team Leader) for the project “Competition and Consumer Product Safety in the COMESA Region – Technical Assistance.”
Duration of the contract: 4 years.
The intended start date is 05/02/2025
Position: full time (preferably based in Malawi)
Key Expert 1: Competition Policy Expert (Team Leader)
The Team Leader will be in charge of the overall coordination and quality control of project deliverables across all specific objectives including the areas common to all the outcomes.
Specifically, he/she will be responsible for leading the development and implementation of strategies to strengthen regulatory and policy frameworks; and overseeing the coordination and harmonization of competition and consumer regulations and policies at national, regional, and continental levels based on international best practices; and managing the enhancement of investigatory and judicial capacities related to competition and consumer protection enforcement and foster compliance with competition law and consumer product safety rules.
The Team Leader will ensure that there is cooperation and coordination with all other stakeholders and interventions.
Qualifications and Skills
The expert should have a minimum of master’s degree in Competition Law, Law or Economics, from a recognised institution, or at least 15 years of equivalent relevant experience. Qualifications in consumer protection laws shall be considered an added advantage.
General Professional Experience
The expert will have at least 15 years’ experience working on competition policy/law (preferably EU competition policy/law), and development and implementation of strategies to strengthen competition regulatory and policy frameworks, preferably in regulatory bodies or government agencies. Delivering capacity-building initiatives in competition policy and consumer protection would be an asset.
Specific Professional Experience
• At least 15 years’ experience working on preferably EU competition regulations and policies.
• At least 10 years’ experience leading the development and implementation of strategies to strengthen regulatory and policy frameworks.
• Demonstrated expertise in fostering compliance with preferably EU competition law regulations through strategic initiatives and partnerships.
• Proven track-record of successfully coordinating and harmonising competition regulations and policies across multiple jurisdictions, including national, regional, and continental levels.
• Proven track-record of working on investigatory and judicial processes related to competition enforcement.
• Practical experience in project management of EU -funded programmes, ideally in the COMESA Region will be an added advantage; and
• The expert should be fluent in English. Fluency in other COMESA languages will be an added advantage.
