Assignment Title: Recruitment of communications specialist for the Project implementation office at the Southern Africa trade and connectivity project

1. Background:

The Government of Malawi (GoM) has received a credit and grant from the International Development Association (IDA) under the Southern Africa Trade and Connectivity Project (Project) to support efforts to reduce trade costs and time, increase access to improved infrastructure, and increase value chain development in targeted corridors of Malawi and Mozambique, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include consultancy services as a Communications Specialist for the Project Implementation Unit at the Capital Hill, Lilongwe.The Communication Specialist is expected to provide services for the entire project life which runs up to December 2027 but the initial contract is for 12 months. The contract is renewable on annual basis based on performance.

2. The Ministry of Transport and Public Works now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services for the position.

The shortlisting criteria are:

i. A minimum of postgraduate degree in Communication, Information Management, Political Science or related fields, or graduate degree in International Studies.
ii. At least 10 years’ experience in fields related to the assignment at national and/or international levels.
iii. Demonstrated experience in communication and media releases of multi-disciplinary projects.
iv. Previous work experience in one or more of the participating countries and/or experience in Malawi is desired.
v. Familiarity with sustainable development and environmental issues in the Southern African Region.
vi. Excellent oral and written presentation skills with capacity to communicate effectively with different audiences.
vii. English and Chichewa are the working languages in Malawi. Proficiency in these languages is required (oral and written).
viii. Good professional knowledge of main office computer applications.
ix. Good communication and interpersonal skills and ability to work in a team.
x. A high level of use of computer applications: MS office, design programs, and photo-editing suites.Excellent writing and editing skills.
xi. High level of independent judgement, self-motivated, professional, devoted, honest and discreet.
xii. High level of written and spoken proficiency in both Chichewa and English.
3. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and
3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020
(“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
4. A Consultant will be selected in accordance with the Individual Consultant (INDV) selection method set out in the Procurement Regulations.
