Job Description
NORCAP is seeking a Climate IT Expert for the project “Institutional Capacity Building for Weather and Climate Services”
Malawi Department of Climate Change and Meteorological services ( DCCMS ) and the Norwegian Meteorological Institute ( MET Norway ) cooperate in developing weather and climate services for Malawi based on weather data as Digital Public Goods .NORCAP is currently in search of a Climate IT Expert for a 12-month mission (with possible extension) to be based in Malawi and hosted by Malawi Department of Climate Change and Meteorological services (DCCMS).The mission is under an exciting collaboration between the Norwegian Meteorological Institute (MET Norway) and DCCMS with the aim to build a weather app for end users in Malawi .The overall objective of the position is to coordinate the development of a frontend weather forecast service for users in Malawi.

Main tasks:

  • Together with other DCCMS employees, develop a prototype frontend service for weather services for users in Malawi
  • Function as contact person in DCCMS for interactions with the MET Norway IT project members
  • Present the ongoing IT work in regular project meetings, both within DCCMS and in meetings with the MET Norway team
  • Build competency within the DCCMS for long term knowledge improvement
  • Give structure to the DCCMS IT development in the project
  • Use creativity to find new and exciting ways to communicate with users, and actively participate in activities to realize these ideas together with project partners
  • Contribute to IT related activities in workshops and meetings with users
  • Cooperate with other agencies both in Africa and Norway
  • Other deliverables agreed on during the pilot project

Qualifications:Essential Qualifications

  • University degree (Master of Science or Bachelor of Science) in geoscience/meteorology, ICT, or related field
    • Relevant experience can compensate for formal qualifications
  • Frontend development
    • Experience with Html, css, javascript, react
    • Experience/familiarity with some framework for easier creation of advanced web pages/apps (to be determined)
  • Communication
      • Professional written and spoken English
      • The position involves travels to other countries for periods (days/weeks)
      • Prior Geo data experience

Preferred Qualifications

  • Frontend development
    • Familiarity with UX/UI design and to create useful services
    • Familiarity with user testing of new services
  • Server side (backend) development
    • Familiarity with Python, Go, or another language used by MET
    • Communication
  • Familiarity with user contact and/or methods to get insight in user needs

Personal skills

  • Ability to work independently, as well as in a (multi-national) team
  • Strong motivation to learn the (new) skills required (on own initiative)
