Assignment Title: Individual Consultant As Civil Engineer

1. Background

The Government of Malawi has obtained a credit and grant from the International Development Association (IDA) to support efforts on landscape restoration and livelihoods enhancement in the
shire basin through the implementation of the Malawi Watershed Services Improvement Project (MWASIP). The project designed to be implemented over a period of 6 years will target to cover the upper and middle Shire River Basin which includes part of Mangochi, Balaka, Machinga, Zomba, Ntcheu, Blantyre and Neno Districts. The Ministry of Water and Sanitation therefore intends to apply part of these proceeds from the credit and grant to recruit an Individual Consultant to take up the assignment of Civil Engineer to be positioned in the Program Management Unit (PMU) for the MWASIP.

2. Objective of the Assignment

The Civil Engineer shall assist and be answerable to the Program Coordinator (PC) for the planning, design /review implementation and management (supervision) of all infrastructure sub-projects under the Project.

3. Scope of Services

The Civil Engineer shall work very closely with the Project Management Specialist (PMS) and other members of the PMU and all Technical Team members including other implementing agencies such as district councils in the execution of all works contract (infrastructure sub-projects) including contract management. Detail on scope of work include, but is not limited to:-

a) Provide strategic support to the Program Coordinator in the preparation of infrastructure sub-projects by providing technical inputs particularly in the development of Terms of Reference
for technical studies and civil engineering plans, survey reports, design reports, cost estimates and tender documents.

b) Assist the technical sectors in preparing workplans and budgets for infrastructure subproject and tracking progress including undertaking period updating.

c) Guide the program teams on contract management related aspects for the implementation of their project components, assuring the coordination between the different areas;

d) Support the procurement, supervision including reporting all aspects of the work of technical consultants engaged for the design and implementation of infrastructure sub-projects.

e) In liaison with the safeguard team, support and ensure the adherence to safeguard issues (health, safety, Social & environmental) by both the Consultant and Contractors engaged in the implementation of subprojects.

f) In liaison with the implementing sectors and Consultants, supervise the implementation of sub-projects to ensure timely implementation and quality of construction by ensuring that the construction activities are carried out according to the plans, designs and drawings and ascertain accuracy of the qualities, quantities and proportions of the construction materials are precisely maintained, and that all materials used and works performed are in accordance with the specifications indicated in the contract document.

g) Review the consultant’s progress reports, review the certification of works and timely preparation of status reports.

h) Review the sub-project final reports and as-built drawings prepared by the technical consultants and facilitate the hand-over of each completed sub-project in liaison with the implementing sectors.

i) Coordinate with the implementing sectors and technical consultants, the preparation of sub-projects’ defects remedy (maintenance) plan and support the supervision of the implementation of the plans by contractors.

j) Support and assist in contract management for all consultancies and works contracts including record keeping of all contractual matters for the subproject.

k) Attend and participate in project progress site technical meetings for subproject and prepare appropriate technical briefs as required.

l) Attend and participate in World Bank Missions including monthly progress review meetings and support the preparation of appropriate technical briefs as required.

m) Where necessary, provide capacity building platform for personnel in implementing entities especially upcoming young engineers to enhance their kills in project training to stakeholders on contract management, best construction procedures, standards, and provide framework for ensuring quality assurance

n) Support the preparation quarterly, semi-annual, and annual reports for the project including completion reports for subproject

o) Assist in monitoring and analyzing contracts performance under the projects against agreed benchmarks and advise PC on potential bottlenecks and recommended remedial actions (close-
out, extension or renewal of contracts) according to the FIDIC Conditions of Contract in any contractual conflicts arise amongst different contracts;

p) Assist in resolving any unforeseen technical difficulties, complaints and other problems that may arise in the process of implementation

q) Provide any necessary contract management support to the MRDRM project as may be assigned by the Program Coordinator to further joint Program objectives.

r) Carry out any other relevant periodic duties that may be assigned by the Program Coordinator from time to time.

4. Reporting Requirements

The Civil Engineer will report to the Program Coordinator for all his/her technical and implementation support operations.

5. Qualifications

The Ministry of Water and Sanitation now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The candidate should meet the following minimum qualifications:

i. Post-graduate Degree in Civil Engineering or equivalent from a recognized institution and those with Project Management Professional Certification will have an added advantage;

ii. At least 15 years of post-qualification experience in contract management for civil works financed by International Financing Institutions including design and supervision of water related infrastructure,

iii. At least 8 years’ experience in coordinating and managing civil works and related supervision consultancy services under donor funding;

iv. A thorough understanding of FIDIC Conditions of Contract, project management tools and project fiduciary procedures including Interim Financial Reports (IFR) and World Bank Procurement
Regulations for IPF Borrowers;

v. Experience in successfully managing World Bank financed projects would be considered an asset.

vi. Demonstrated proficiency with project management software / tracking tools and project fiduciary procedures;

vii. Must have experience in coordinating multi-sectoral agencies in project implementation towards achieving program or project development objectives;

viii. Demonstrated experience managing contracts works and services, and experience in the public sector will be considered an asset;

ix. Demonstrated experience in the development and use of contract management and tracking tools and/or platforms

x. Willingness to work under pressure and with minimum supervision; and

xi. Excellent communication and report writing skills and be fluent in English.

xii. Good computer skills and proficient in the use of Microsoft Office (Excel, Word and PowerPoint, etc.);

xiii. Highly motivated with excellent planning, analytical, communications and interpersonal skills as well as a high level of diplomacy; and

xiv. Upholding of anti-corruption and anti-bribery ethics.

6. Duration of Assignment

The Civil Engineer shall be recruited for a period of 4 years, but renewable annually subject to satisfactory performance, need and availability of funding.

7. Facilities to be provided by the Client

The following shall be provided by the client: office space, furniture, and office equipment, communication, and internet facilities. For all field related assignments, the Project shall provide transport and costs and other expenses (per Diems etc.) related to the field work.

8. Location of Employment

The Civil Engineer will be based at the PMU Office in Lilongwe but would be required to travel regularly to field where the MWASIP is implementing its activities.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement
Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant (INDV) selection method set out in the Procurement Regulations.
